3. Genel Hedef? Overall Objective? Kalifiye ve vasıflı işgücünün katılımı ile Doğu ve Güneydoğu bölgelerindeki küçük ve orta ölçekli işletmelerin gelişimini ve rekabet edilebilirliğini teşvik etmek.
