Website Twinning and TAIEX in Azerbaijan (1) Main objective of the website “Twinning and TAIEX in Azerbaijan” is to increase awareness capacity of PAO Website is a tool to helpFocal Points who is appointed by the Azerbaijani BA to coordinate overall implementation of Twinning, TAIEX and SIGMA Operations within the institutions and tostrengthen communication among PAO and other parties of EU assistance tools www.twinning.az

  3. Website Twinning and TAIEX in Azerbaijan (2) Thesaurus posted in the Digital Library provides Focal Points with the project ideas and advise potential beneficiary institutions on twinning projects and TAIEX missions request formulation

Management Information System (MIS) The Management Information System (MIS) developed in the framework of the ITTO project is a database application designed for the monitoring, evaluation and management of Twinning, TAIEX and SIGMA Operations in Azerbaijan MIS is “a set of procedures” that gathers, processes, stores, and disseminates information” to support PAO MIS is a tool designed to strengthen communication between Azerbaijani Beneficiary Administrations and PAO, enabling Focal Points to apply for the Twinning Projects and TAIEX events online from remote computers

MIS as a Management tool for PAO MIS is supporting managerial activity of PAO evaluating and monitoring implementation of Twinning and TAIEX operations in Azerbaijan in general as well as the state of concrete project and event MIS supports PAO to filter informationand makes able to generate relevant reports transforming data gathered from different sources into useful information MIS provides a common framework for the PAO to share the management of information and to present the progress of the projects in a consistent set of reports.

Other Users of the MIS: Focal Points and EC representatives Focal PointsEC representatives Focal Points can apply for the Twinning Project using the MIS once a year, in autumnafter receiving an invitation letter from the PAO to participate in the annual programming of the Twinning Projects EC representatives responsible for implementation of Twinning, TAIEX and Twinning operations in Azerbaijancan follow up implementation of EU assistance tools in the country Focal Points can fill in and upload TAIEX applications downloaded from the right panel of the website

MIS: Access to the System The integration of MİS into the website “Twinning and TAIEX in Azerbaijan”makes access possible from any computer connected to the internet trough any web-browser The proposed system is open to all internal users and accessible by all Focal Points and EC representatives via the Internet, according to access rights granted by the system administrator (user names and passwords) regardless of their location

  8. Twinning –>Twinning in Azerbaijan –>Project Concept The Focal Points of the Beneficiary Administrations can apply the Twinning concept via the internet. In order to submit the completed application, the Focal Points should choose ‘submit’, otherwise the application will not be stored to the database. i

  16. TAIEX –>TAIEX in Azerbaijan –>Application forms The focal points of the beneficiary administrations can upload the application for TAIEX events via internet subcomponents. i

  17. İİS: TAIEX Events –General Information on Events The aim of this component is to follow all TAIEX events implemented in the beneficiary country or with the participation of the Administrations of the Beneficiary country.

  18. İİS: TAIEX Events –Progress of TAIEX events This component supports the management ability of the TAIEX Coordinator and keeps all parties informed of TAIEX events. It shows the progress of existing events as well as a summary of all future TAIEX events in Azerbaijan. Comprising all necessary information about concrete events, thesystem allows users to update information, add comments and attach necessary documents. It can also generate reports on individual events automatically, as well as creating a summary table of all eventsand save them as PDF files. i

  19. İİS: TAIEX Events –Study Tour Participants This component helps to analyse the Participation of BA officials in Study Tours. i

  20. İİS: TAIEX Events –List of Experts This informative component helps PAO and Beneficiary Administrations to access the involvement of different experts in the workshops and expert missions carried out in Azerbaijan. i

  21. İİS: SİGMA Programme This component is designed to aid the management of SIGMA activities in Azerbaijan.
