Purpose • Provide overview of Emergency Management program. • Present “Cross-Cutting Guidance on 2008 Budget Formulation for Emergency Management” • To review lessons learned from Hurricane Katrina and priority remedial actions. • Address concerns on budget guidance.

Cross-Cutting Budget Guidance • Guidance for Law Enforcement, Security and Emergency Management issued April 26, 2006, jointly by Co-Directors POB and DAS, OLESEM. • First-ever for Emergency Management Program; applies to all bureaus/offices. • Deadline for reports: May 26, 2006.
Areas of Special Attention for EM Budget Development • DM-900. Emergency Management Program • Published January 4, 2006. • Requires bureaus and offices to provide necessary resources to plan, prepare, respond and recover from emergencies. • Emerging Requirements for Avian and Pandemic Influenza. • Remedial Action of Hurricane Katrina Lessons Learned.
Reporting Requirements • EM Program funding levels FY-05 through FY-08. • Narrative on EM activities of the bureau/office. • Plan to address following specific requirements: • Designation of Emergency Coordinator • Compliance with National Incident Management System. • Provision of Incident Command System training. • Effective system to maintain situation awareness and emergency reporting.
Reporting Requirements • Specific Requirements (continued). • Resources, staff and support for Continuity of Operations (COOP) training, plan maintenance, alternate facilities, communications, vital records, multi-year program management plan. • For bureaus designated in 900-DM-5 as “DOI Principal Planners” for National Response Plan, personnel and resources to effectively execute interagency planning, preparedness and response activities. • Designation of bureau/office representatives and resources to support Interior Regional Emergency Coordinating Councils.
Reporting Requirements • Identify gaps in bureau or offices ability: • To execute responsibilities under DM-900 • To implement Hurricane Katrina lessons learned. • To meet emerging requirements related to avian and pandemic influenza.
