Where do the Pre-treatment rules come from? 1975- First Waste Frame Work Directive 1991-Revised Waste Framework Directive 1999 EU Landfill Directive Obligations (1999/31/EC) 2006 National Strategy on biodegradable waste 2009 Pre-treatment guidelines 2010 Ireland to adopt the 2008 Waste Framework - & Diversion deadlines 16th July 2010

EU Goal for Waste • Become a recycling society, that seeks to avoid waste and which uses waste as a resource • Impacts of Current Strategy • Less waste to landfill • More compost recovery from waste • More energy recovery from waste • More and better recycling • Better prevention of waste • More clarity

  5. THE LANDFILL DIRECTIVE 8,16 &17 • Quantity of waste intended for landfill should be reduced where appropriate • The handling of waste should be facilitated to enhance its recovery • Reduce the production of methane gas from landfills in order to reduce global warming

  6. THE LANDFILL DIRECTIVE • Reduction to the landfill of Biodegradable Waste • Encourage separatecollection of Biodegradable Waste • Encourage sorting in general, recovery and recycling

EU Communication on Waste May 2010 • MS are legally bound to optimise the treatment of bio-waste • Waste Management Planning according to hierarchy • Legally binding from 12 Dec 2010 • Prevention of biowaste • National benchmarks; monitoring; reporting; … • Promote separate collection & biological treatment of bio-waste • Matter of priority • Protecting EU Soils • Use of compost & digestate standards (> or = EU standard when made) • Compost Markets • MS to support the wide take-up of high quality compost by end-users • Towards Zero Landfilling of untreated bio-waste (ASAP !) • Production of Energy from wastes (renewables) • Better implementation of EU instruments on bio-waste a priority

  8. Biodegradable Waste: Definition Means waste that is capable of undergoing anaerobic or aerobic decomposition such as food and garden waste, paper & cardboard & does not include bio-stabilised waste.

How is Pre-Treatment being enforced EPA reviewed all Waste Landfill licences and introduced new conditions:- Only waste that is subject to treatment shall be accepted for disposal at the landfill facility. 2.Exemption -inert waste for which treatment is not feasible -other wastes for which such treatment does not contribute to the objectives of the landfill directive

  13. Options • It is likely that pre-treatment solutions will entail a range of these processes • As we go towards 2016 pre-treatment of residual waste even from three bins will require either thermal treatment or Mechanical Biological Treatment.

  16. The Future of the Landfill • Landfill demand on the decrease • Remaining void space good until 2025 • No Longer will landfills be stand alone • They will include integrated facilities such as - Anaerobic Digestion Plants -Composting Plants -Pyrolysis/gasification Plants

  17. Who will be checking for Pre-Treatment ? • The landfill operator • The EPA will then be checking landfill operations • The local authority will ensure that the conditions of your Waste Collection Permit are met.

  19. Can I use other Factors? Yes • If you can demonstrate to the satisfaction of the landfill operator and the EPA that you have used the standard methodology for characterising the waste. • These new factors will require authorisation

  20. Will the factors change? • Waste characterisation projects will continue, as the profile of waste generated will evolve. • New factors will feed into the national assessment approach
