  3. 1.1 Introduction of CALIS • CALIS: China Academic Library and Information System • Targeted users:building resource and service sharing system among the academic libraries in Mainland China • One of the three major public services systems under China’s ‘Project 211’ • A national Library consortia • Invested by the Chinese Government, led by the Education Department 2

  4. 1.1 Introduction of CALIS • Established in 1998, CALIS celebrates its 10th Anniversary this year. • Member Library: • Core members: 42 Libraries • Members: 809Libraries 3

  5. 1.1 Introduction of CALIS • CALIS cooperative purchasing: started in 1998 • The first database acquired by the Consortia: “Science Online” • Number of Consortia: 80 • Number of members: around 700 Libraries • Resources acquired: • Electronic databases: over 300 databases • E-journals: over 35,000 titles • E-books (plus Thesis and Dissertations): over 200,000 titles • Number of database suppliers/vendors: 29 4

  8. 1.4 Pricing Model • Pricing Model of the Consortia • Price for perpetual ownership • The price will be internally reviewed two or three times • Pricing Model of A Single Library • Consortia discount: More members, more discount • Common practice 7

  9. 1.5 Sharing Model-1 • Each member library will have its own electronic copy. Greater discount will be given to bulk purchases of copies. The Consortia will own more resources if more copies are being purchased. 8

  10. 1.5 Sharing Model-2 • All member libraries share a single electronic copy. Each member is responsible for acquiring a part of the contents, then they will merge them into a single database for shared use. 9

  11. 1.5 Sharing Model-3 • Consortia members jointly purchase a certain quantity of databases for shared use. Each member will have to pay a usage fee calculated based on its scale and usage statistics. • OCLC FirstSearch、UnCover(Ingenda) 10

  15. 2.2 PQDD Fulltext – Consortia Model • A National Consortia • Universities in the Mainland • Universities in HKSAR • Public Libraries • Information Services Provider • Establishes its own acquisition system and server for checking duplicate and sending orders 14

  16. 2.3 PQDD Fulltext – Investment Model • Collaborative purchase model • CALIS provided subsidy to the first lot of universities for purchasing resources • CALIS provided subsidy to the consortia for developing its acquisition system and server. • Buying Club • For members who join the consortia after its first anniversary. 15

  17. 2.4 PQDD Fulltext – Pricing and Sharing Model • Single member/title pricing model • Each member are requested to purchase a certain quantity of titles • Fixed price • Keep the price at the lowest possible level, the number of titles can be increased in a flexible way. • The ideal resource sharing model 16
