IMPLEMENTING OF THE STANDARDS • OBLIGATORY TO USE IN PUBLIC CONSTRUCTION WORKS • ALL PRODUCT STANDARDS AND MOST IMPORTANT TEST METHODS (ABOUT 30) HAVE BEEN TRANSLATED IN FINNISH • NATIONAL APPLICATION STANDARDS (NAS) HAVE BEEN WRITTEN AND GIVEN FOR COMMENTS • OLD NATIONAL GUIDELINES (UNOFFICIAL) , WHICH INCLUDE DETAILED INSTRUCTIONS TO PRODUCERS AND USERS HAVE BEEN RENEWED ACCORDING TO STANDARDS • NG FOR AGGREGATES FOR CONCRETE • NG FOR AGGREGATES FOR ASPHALT
CE - MARKING • CE – MARKING IS NOT OFFICIALLY TOTALLY OBLIGATORY IN FINLAND, BUT THE AGGREGATES HAVE TO FILL THE REQUIREMENTS OF THE STANDARDS • RAILWAY BALLAST MUST HAVE BEEN CE – MARKED SINCE JAN 2006 • SOME AGGREGATES FOR ROAD CONSTRUCTION HAVE TO BE CE – MARKED FROM JAN 2007 • BIGGEST AND ABOUT 20 SMALLER COMPANIES HAVE STARTED TO CE – MARK THEIR PRODUCTS; THE REST WILL BE IN HURRY… • ONLY TWO NOTIFIED BODIES (INSPECTA AND VTT)
TRAINING • INFORMATION IN SEMINARS AND MAGAZINES • A MODEL DOCUMENT TO HELP AGGREGATE COMPANIES IN FACTORY PRODUCTION CONTROL HAS BEN PREPARED AND GIVEN TO OPEN USE • ASSISTANCE TO COMPANIES IS GIVEN ONLY BY A FEW EXPERTS • NO RESOURCES TO CREATE AND MAINTAIN A COMPLETE TRAINING SYSTEM
EXPERIENCES SO FAR • AGGREGATE PRODUCERS STARTED TO TAKE CE-MARKING SERIOUSLY AFTER OFFICIAL REQUIREMENTS WERE PUBLISHED • SMALL COMPANIES HAVE THE BIGGEST PROBLEMS (MAINLY LACK OF INFORMATION) ALTHOUG THE SYSTEM IS QUITE EASY TO BUILD IN A SMALL COMPANY • THE CONTRACTS BETWEEN COMPANIES ARE IMPORTANT (ESPECIALLY SUB-CONTRACTS) • IN MOST AGGREGATES THERE IS NO ACTUAL CHANGE IN PRODUCT QUALITY REQUIREMENTS • NATIONAL GUIDANCE HAS AN IMPORTANT ROLE
