Why is it relevant to think about civic participation in EU subnational politics? • The nightmare of participation: Doubts and critique • Resources: Time, human capital (job positions), money • Discouragement:When not all wishes of the citizens are fulfilled and the disappointment when not all targets were fulfilled • Inefficiency: Too many actors, too little responsibility and accountability > “comfort zone” • But there are several reasons why the civic dimension in • cross-border planning, regional studies and governance: • 1stInnovation: of governance and decision-making process • 2ndKnowledge and Learning: Inclusion of local knowledge and processual learning processes • 3rdPolitical Legitimacy:Input and Output legitimacy
Who is the civic and the public? • Civil Society vs. citizens • Civil Society: Rather organized in associations • Citizens: Referring to rights and obligations • Different kinds of actors (“governance”) – concept of Holder by Schmitter • Governance rather representative Democracy • Citizen democracy rather combined to direct democracy (Rousseau, Guerot etc.)
How can civic engagement in cross-border governance look like? • Define what: Citizens forums, consultations, opinion polls • Different layers: EU-supranational, cross-border regional, local or urban • Politics (“Processes”) • Polity Policy • (“Actors and (“Contents”) • Structures”)
What are the assumed conditions for participatory governance in EU cross-border regions? Soft factors: Attitude, Clear strategy, trust, vision, demand, dissemination, good communication, will to learn Political factors: Political Will Legal factors: Legal framework Border-related factors: linguistic, historical, sociocultural, geopolitical boundaries
