    4. The Army Test and Evaluation Command is proposing reorganization to achieve efficiencies and to improve test and evaluation cost and schedule for customers. ATEC reorganization preserves Title 10 responsibilities for Independent Operational and Live Fire Testing Consolidation of ATEC HQs at Aberdeen Proving Ground, MD: ATEC Headquarters, Developmental Test Command (DTC), & Army Evaluation Center (AEC) Eliminate duplicate staff functions Strengthen ATEC System Team (AST) Test and Evaluation process

Full Spectrum Testing Only test organization in DoD to encompass all phases of testing; developmental, operational & evaluation Major Contributor Testing and Evaluating over 400 systems 1100 test events worked daily ATEC Forward Forward Operational Assessment Teams in Iraq & Afghanistan Large, complex organization 10,000 personnel (military, civilian & contractor) 26 Locations, 17 States, Operate on 1/3 Armys Land mass, Armys only nuclear reactor Mostly reimbursable; competitive, efficient, operationally-focused $5.1 Billion capital investment in facilities/instrumentation Value-added Testing everything from Rifles .to National Missile Defenseexcept medical and uniforms Strategy: Staff to workload (Title 10, sec 129, manage civilian workforce based on workload w/in available funding) Personnel strength includes military + civilian + contractor workforce.     6. Leverage opportunities provided by Base Realignment and Closure (BRAC). Support Army efficiency initiatives such as Task Force Aberdeen Proving Ground. Reduce management latency by consolidating HQs staffs at Aberdeen Proving Ground (APG). Integrate Developmental Testing (DT) and Operational Testing (OT) by improving the ATEC System Team (AST) concept of operations and aligning organizational structure. Support the Warfighter with efficient and effective Test and Evaluation (T&E).

    7. 7 10 U.S.C. 2399-(d)- Impartiality of Contractor Testing Personnel-In the case of a Major Defense Acquisition Program.no person employed by the contractor for the system being tested may be involved in the conduct of the operational test and evaluation (The limitation in the preceding sentence does not apply to the extent that the Secretary of Defense plans for the persons employed by the contractor to be involved in the operation, maintenance, and support of the system being tested when the system is deployed in combat.) FAR Subpart 9.5-Organizational Consultant Conflicts of Interest- Impaired Objectivitygovernment contractor would be in a position to evaluate itself or a related entity. (this includes competitors)
