Can GSM play a role? • Could GSM fill that critical need for an intelligent but ubiquitous delivery mechanism for national disaster warning? …GSM in Sri Lanka • Reaching over 6 MN Sri Lankans • Ubiquitous in terms of availability • Affordable to all segments of society • Messaging capabilities unmatched by any other

  4. The answer was clearly yes! • In January 2005 Dialog Telekom PLC, Microimage and the University of Moratuwa initiated an R&D programme as one of its long term efforts towards Nation rebuilding Key Research Engineers of DEWN University of Moratuwa, and Microimage officials

DEWN Design Philosophy • Effective in warning citizens at day or night • Immune to communication network congestion • Comprehensible in terms of local dialect • Directed to person or location or equally applicable to mass dissemination The solution needed to be also… • Affordable • Accessible • Familiar • Reliable • Validate authenticity
