Objective # 1 Improved Financial Aid System for HEC & Partner Universities • Create Financial Aid Offices at Universities and Build Staff Capacity • Expanded Menu of Financial Aid Programs • Up-to-date Management Systems • Improved Communication Strategies • Enhanced Service to Public • Improved Accountability and Assessment

Objective # 2Fund Raising and Resource Development • Develop Capacity of HEC and Partner Universities to Raise Private Funds • Create Development Offices at HEC and Universities and Build Staff Capacity • Adapt International Best Practices to Pakistani Context • Annual Goals for Fund Raising at HEC and Universities • Implement Specific Fund Raising Strategies • Management Systems to Support Fund Raising

Objective # 3Training and Study Tours • Design In-country Training Programs for Staff • Support International Study Tours for up to 75 Relevant Financial Aid and Development Staff • Establish Productive Links Between HEC and Universities and Leading International Universities and Funding Sources • Seek Capacity Development Support from International Professional Associations Dedicated to Financial Aid and Development

Defining Success • Number of Students Receiving Financial Aid • Number of Financial Aid and Development Offices Established in HEC and Partner Universities • Number of New Financial Aid Instruments Adopted • Number of Professionals Trained In – Country and on International Study Tours • Number of Funding Proposals Completed and Submitted • Total Amount of Private Funds Generated by HEC and Universities as a Result of HEC-FAD Assistance • Number of New Financial Aid Programs Developed and Implemented

Accomplishments to Date • Completion of Mapping Study of Financial Aid and Development Programs at 26 Universities • 40 Concept Papers in Process for Submission to Potential Funders • Trip to USA Planned for October 2009 (Washington) • National Capital Campaign in Development to Establish PKR 1 Billion Endowment for Financial Aid • National Conference on Public-Private Partnerships for Higher Education in Pakistan
