Enablers for Resource Mobilization • Process of leveraging funds has been facilitated by the following: • Ratification of the Trade Facilitation Agreement (2015) • Notification of Category A, B and C measures (2016) • Establishment of National Committee on Trade Facilitation (2016) • Preliminary Costing of Category C measures (2015) • Development of an Implementation Matrix (2016) • Development of Matrix on development Partner Programmes • Establishment of GRZ – Donor Platform

  3. Donor coordination • Zambia has developed a trade facilitation implementation matrix for various activities supported by cooperating partners • Donor coordination with aims to; • Identify funding gaps • Prevent duplication of efforts • Achieve synergy between projects and initiatives to expedite the implementation process • Mitigate against fruitless efforts and expenditure • Limit the resource pressure on government and trade that is caused by duplication of efforts by donors

Conclusion • Zambia is making steady progress towards implementation of Trade Facilitation measures; • Zambia recently notified her definitive dates for implementing both category B and C as well as the Technical Assistance and Capacity Building (TACB) Needs • I take this opportunity to sincerely thank all cooperating partners for supporting Zambia in implementing the WTO TFA.
