THE AGULHAS AND SOMALI CURRENT LARGE MARINE ECOSYSTEMS PROGRAMME GEF-supported Large Marine Ecosystem Management initiative consisting of three projects: • ASCLME Project (UNDP) • SWIOFP - Southwest Indian Ocean Fisheries Project (World Bank) • WIOLaB - Addressing land-based activities in the Western Indian Ocean(UNEP)
THE AGULHAS AND SOMALI CURRENT LARGE MARINE ECOSYSTEMS PROJECT COUNTRIES: Comoros, Kenya, Madagascar, Mauritius, Mozambique, Seychelles, Somalia, South Africa, Tanzania FUNDING: From GEF = US$12.2 Million. Co-funding = US$20 Million TIMEFRAME: 5 years starting (from 2007) INCEPTION: First Steering Committee – December 2007 (Mauritius) IMPLEMENTATION: By UNDP through UNOPS on behalf of the countries
THE AGULHAS AND SOMALI CURRENT LARGE MARINE ECOSYSTEMS PROJECT OBJECTIVE To undertake an environmental baseline assessment of the Agulhas and Somali Current Large Marine Ecosystems
THE AGULHAS AND SOMALI CURRENT LARGE MARINE ECOSYSTEMS PROJECT END-OF-PROJECT DELIVERABLES • Acquisition of sufficient baseline data to support an ecosystem-based approach to transboundary management of the two LMEs • TDAs and SAPs for both the Agulhas Current and the Somali Current LMEs
PROJECT OUTCOME 1INFORMATION CAPTURED FOR DEVELOPMENT OF THE TRANSBOUNDARY DIAGN0STIC ANALYSES OUTPUTS: • Review existing data for development of the TDAs • Identification of gaps and data needs to populate the TDAs: • Offshore oceanographic information from priority areas • Information on near-shore (artisanal/subsistence) fisheries, nursery areas and other biologically rich habitat • Information on Governance (management/policy processes) • Active offshore data collection to fill gaps
PROJECT OUTCOME 2LONG-TERM DATA COLLECTION, MANAGEMENT AND DISTRIBUTION MECHANISMS ESTABLISHED OUTPUTS: • LME monitoring and evaluation indicators and requirements identified and captured within institutional work programmes and budgets • Socio-economic evaluation of near-shore and marine goods and services • Expanded use of GIS and predictive models to increase system knowledge
PROJECT OUTCOME 3STRATEGIC ACTION PROGRAMME AND ASSOCIATED SUSTAINABILITY MECHANISMS ADOPTED TO SUPPORT AN LME APPROACH OUTPUTS: • Negotiation and adoption of TDAs and SAPs • Financial resources brokered to ensure the sustainability of monitoring, evaluation and information systems to support an LME approach • Institutional, programme and human capacity building and training requirements prioritised and addressed at national and regional levels
PROJECT OUTCOME 4LME COORDINATION, COMMUNICATION AND PARTICIPATION MECHANISMS ESTABLISHED OUTPUTS: • Communication/coordination established with other related projects and institutions in the region (including linkages to other LME initiatives) • Key policy-makers fully briefed and engaged in LME process • Stakeholder engagement, public involvement, participation, and environmental education initiatives are developed and implemented to raise overall awareness of LME approach
