Slide 7/14 POINTER The Issue: CP City Interaction • Vanguard Survey Series (WP2: Mobiel 21) • Around month 10 (July 09), Vanguard will ask CP cities to approach their citizens, schools, students, companies and media, to help us crystallise our pan-European outreach. Academia was dropped. Does POINTER plan to survey? • Vanguard Demonstration Cities Support (WP3: POLIS) • An e-Newsletter (First issue due Dec.) will be delivered quarterly to the CIVITAS community. One-quarter page is available to POINTER - unless they plan their own newsletter • Vanguard European Dissemination (WP4: ICLEI) • Four one-day Workshops (Annual, starting appx. M16*) will disseminate CPs’ results. The dissemination liaison group will be a means to identify success stories/case studies, but it may be more useful to utilise data (measure progress, results, achievements, recommendations) collected through POINTER. How do POINTER plan to collect/report/publicise? Answer: No, Vanguard should consider approaching Answer: Yes, ¼ pg welcomed Answer: No formal dissemination (despite WP4?!). POINTER will “translate” city methodologies& raw data on progress. How we can access these “translations” was not clarified under common “database” discussions.

Slide 9/14 CATALIST • Vanguard Survey Series (WP2: Mobiel 21) • Avoid “survey fatigue” and “harming” CATALIST’s current “take up” prospects by not approaching the 38 “New Potential Take-up Cities.” Solution: 30 cities are being selected that have not previously been approached by CIVITAS • Vanguard Demonstration Cities Support (WP3: POLIS) • CPs and Vanguard will be represented at various events. An events’ calendar will help coordinate participation. An event calendar is also hosted under CATALIST by FGM-AMOR via GUARD (see D3.3 CIVITAS Network Expansion Plan). Vanguard’s use, access, contribution could ensure one database for all our benefit • Vanguard European Dissemination (WP4: ICLEI) • There are only 132 Declaration signatories, despite 500 European cities with >100,000 inhabitants = plenty of opp. for outreach ahead! Solution: coordinated outreach w Vanguard through joint use of CATALIST CIVITAS city database (D3.1) The Issue: European City Outreach Answer: Anyone can upload event info. All are encouraged to do so. Answer: Proposal favoured w some kind of tag/column to be added for recording VANGUARD city interaction.

Slide 10/14 GUARD The Issue: CIVITAS Website • Vanguard European Dissemination (WP4: ICLEI) • WEBSITE:Responsibilities envisaged in Oct. were: - ICLEI - content manager; - FGM-AMOR - technical host; - REC - supervision Handover from GUARD to VANGUARD underway, based on “agreement” between ICLEI and FGM-AMOR (last week!) E.g. Generic CIVITAS Plus project and city templates will be set up by FGM-AMOR/GUARD mid-Dec, ICLEI will coordinate content development Plus: Can FGM-AMOR update the existing Civitas II descriptions (poss. under CATALIST?), to assure they are up-to-date come the end of Civitas II? Can the three CIVITAS Plus cities (Ljubljana, Aalborg and Tallinn) already with websites owing to their involvement in CIVITAS II, get new pages under CIVITAS plus! Answer: FGM-AMOR will assure the update of CIVITAS II descriptions Answer: Yes, these 3 cities will get new pages

Slide 11/14 GUARD The Issue: Building on Past Experience • Vanguard European Dissemination (WP4: ICLEI) • TARGET GROUPS: Can we build on GUARD’s outreach to citizens, schools, students, companies and academia? EVENTS and CONTACT DATABASE: See the shared database suggestions above CORPORATE DESIGN, LOGOS, TEMPLATES Etc.: Schedule fixed for GUARD to provide these, with ICLEI taking over as contact person for CIVITAS PLUS cities on this, as of now

Slide 12/14 GUARD • Secretariats (WP5: REC) • CIVITAS SECRETARIAT:Dates need to be fixed for the following, to demonstrate the gradual shift in following responsibilities: • i) VANGUARD (REC) to notify new CP cities while GUARD (FGM-AMOR) notifies its city contacts (ie. CIVITAS I, II Declaration Signatories) that REC as rep. of the Secretariat becomes their contact point for CIVITAS issues; • ii) Auto forwarding mail received via civitas@fgm.at from GUARD to VANGUARD (ie. FGM to REC)and; • iii)under VANGUARD,ICLEI/FGM-AMOR to introduce info@civitas.eu on the CIVITAS website as replacement for civitas@fgm.at at a point in timeto be determined by REC/ FGM-AMOR/EC. The Issue: CIVITAS Community Support

Slide 13/14 GUARD • Secretariats (WP5: REC) • PAC (Political Advisory Committee) SECRETARIAT: - The PAC is a semi-annual event; • - It will be hosted and organised by REC (together with POLIS); • - One event is hosted back to back with the Forum; • - REC is obliged to compile “recommendations” for the PAC to “discuss and finalise”. • Questions: • - The preparation and origin of these recommendations is not entirely clear (we suppose it begins with the CP cities). • - There are no direct costs under VANGUARD for hosting the event, nor for the participants’ travel to the PAC. • THE FORUM (all clear) The Issue: CIVITAS Community Support Answer: Recommendations will be prepared by POINTER, WP 3 (at the end of the project?!) Answer: GUARD had roughly 50,000 Eur for 8 meetings. Under VANGUARD the host (city) should bear the hosting costs, travel expenses are rarely claimed, we may consider using the QA sub-contractors budget
