  2. Club and YEO Responsibilities • Select a YEO and Committee • Select a counselor • Identify extra volunteers for Youth Exchange student • Read and sign Club/YEO compliance statement and send to District Compliance Officer District CBC Officer

YEO Responsibilities • Train and document training of all volunteers (including Rotarians) • Train and obtain volunteer affidavits from anyone in Club who expects to have repeated unsupervised contact with student. • Send volunteer application/affidavits (CBC) to District CBC Officer (District 5520 Compliance Officer)

  4. YEO Responsibilities • Procedure for each Host Family (2-3) • Conduct home interview and complete form. Each family member over 18 must complete host family application/affidavit. • Send applications and host family interview to District Compliance officer (District CBC Officer) • When CBC form comes back approved conduct provide orientation at host family home (use host family PowerPoint). • Have host family complete orientation form and send to District CBC Officer.

YEO Responsibilities • Make monthly contact with student and host family (either in person or telephonically) • Prepare written report of monthly contact on Monthly reporting form. • Make copy of Monthly reporting form and at end of year send to District Compliance Officer (District CBC Officer)

YEO Responsibilities • Assign a counselor of same sex to student • Counselor cannot be a member of host family • Send $550 to the District Committee • Fee covers the club’s financial responsibility to the District for the four mandatory meetings. Day of Arrival • Greet the student at the airport • Notify Melissa Metcalf at (505-661-2358) or district5520rye@hotmail.com that the student arrived safely

YEO Responsibilities Within first 3 days of student’s arrival • Provide contact information • Prepare student contact card, including sex abuse hotlines, counselor, emergency contacts, and give to student • Open up separate emergency fund account • $400, any unused amount at the end of the year is returned to the student • Monthly allowance ($75-100) • Begins in August or the first month of the student’s arrival • Establish a method for the student to receive the allowance

YEO Responsibilities Within first 3 days of student’s arrival (cont’d.) • Confirm student has a multiple entry passport, and check to see that form DS2019 and I-94 card are in the student’s passport • Student should keep a copy of “picture page” of passport, visa, and I-94 with them at all times • Airline tickets • Obtain plane ticket and put the ticket in a secure location. • State ID • If possible take the student along with their passport and DS 2019 to local Public Safety officials to obtain an ID Card • Medical/Liability Insurance • Obtain copy of student insurance card.

Other policies • School • Must attend school and strive to succeed • Student Travel • Travel outside local club area area must be approved by host family, and host club. • Travel outside District 5520 must be approved by host family, host club, and District Chairman • Visitation • Parents should visit April, May or June • Discourage friends from home until end of exchanger

Other policies (cont’d) • Rotary Meetings • Student should attend Rotary club preferably weekly but no less than once a month. • Make announced and unannounced home visits • Chain of command for problems • Student->host family->YEO/counselor->club president->District Chairman->District Governor-> overseas RYE Chairman • Ensure student has transportation to four District meetings.

Selection of Outbound student • Contact local high schools towards end of school year. • Have club YE committee interview prospective outbounds in September or October. • Have outbound students selected by club complete YE application and send to YE Chairman Norm McDonald by third week in October. • Agree to host an inbound student for each outbound student. • Provide outbound student with club banners and arrange talk when student returns home.

Sexual Abuse and Harassment • Sexual abuse • Engaging in implicit or explicit sexual acts with a young person or forcing or encouraging a young person to engage in implicit or explicit sexual acts alone or with another person of any age, of the same or opposite sex. This includes nontouching offenses, such as indecent exposure or showing a young person sexual or pornographic material. • Sexual harassment • Sexual advances, requests for sexual favors, or verbal or physical conduct of a sexual nature. In some cases, sexual harassment precedes sexual abuse and is used by sexual predators to desensitize or groom their victims.

Sexual Abuse and Harassment • Sexual harassment examples • Sexual epithets, jokes, written or spoken references to sexual conduct, talking about one’s sex life in the presence of a young person, and comments about an individual’s sexual activity, deficiencies, or prowess • Verbal abuse of a sexual nature • Display of sexually suggestive objects, pictures, or drawings • Sexual leering or whistling, any inappropriate physical contact such as brushing or touching, obscene language or gestures, and suggestive or insulting comments

  14. Sexual Abuse and Harassment : Reporting • 1. Receive the report. • Listen attentively and stay calm. • Assure privacy but not confidentiality. • Get the facts, but don’t interrogate. • Be nonjudgmental and reassure. 2. Protect the exchange student. • Ensure the safety and well-being of the exchange student by removing him or her from the situation immediately and preventing all contact with the alleged abuser or harasser.

Report the allegations to appropriate authorities (Child protective services or law enforcement. • Immediately report all cases of sexual abuse — first to the appropriate law enforcement authorities for investigation and then to the club and district leadership for follow-through. • Report allegations of sexual harassment to the District 5520 Youth Protection Officer, David Driscoll, who is responsible for seeking the advice of appropriate agencies and interacting with them.

  16. Sexual Abuse and Harassment : Reporting • 4. Avoid gossip and blame. • District 5520 will maintain the privacy (as distinct from confidentiality) of any accused person by limiting discussions only to those people who need to know. The audience will be limited to the club counselor, club youth exchange officer, district youth exchange officer, district Youth Protection Officer, the District Governor, and appropriate government or law enforcement individuals. • Don’t tell anyone about the report other than those required by the guidelines. Be careful to protect the rights of both the victim and the accused during the investigation.

  17. Sexual Abuse and Harassment : Reporting • 5. Do not challenge the alleged offender. • Don’t contact the alleged offender. In cases of sexual abuse, interrogation must be left entirely to law enforcement authorities. In cases of non criminal harassment, the district governor is responsible for follow-through and will contact the alleged offender after the young person has been moved to a safe environment. The district governor will designate this task to a district youth protection officer or district review committee.

  18. Sexual Abuse and Harassment : Follow up • Confirm that the student has been removed from the situation immediately and has no contact with the alleged sexual abuser. • If law enforcement agencies will not investigate, the district youth protection officer or district review committee should coordinate an independent review of the allegations. • Ensure that the student receives immediate support services. • Offer the student an independent, non-Rotarian counselor to represent his or her interests. Ask social services or law enforcement to recommend someone who is not a Rotarian or in any way involved with the youth program. • Contact the student’s parents or legal guardian.

  19. Sexual Abuse and Harassment : Follow up • Remove alleged abuser from all contact with any other young participants in Rotary programs and activities while investigations are conducted. • Cooperate with the police or legal investigation. • Inform the district governor of the allegation. Either the district governor, district youth protection officer, or other district youth program chair will inform RI of the allegation within 72 hours and provide follow-up reports of steps taken and the status of investigations.
