INVENTORY INNOVATION AND ECOINNOVATION FINANCING AND SUPPORT INSTRUMENTS IN ANDALUSIA • Inventory: document containing the existing regulations of the current R&D support framework. • Creation of a database: all the regulations having been identified and classified according with different criteria ( promoting body, source of the fund, nature of the fund, type of instrument, budget, identification of environmental objectives, type ofpromoted/supported eco-innovation, etc). • 44 instruments have been identified (at national, regional and local level) including incentives addressed to the SME's for the promotion of eco-innovation.

MAIN PROPOSALS PRE-ANDALUSIA Dissemination of useful and strategic information and the enhancement of an easy access to are key factors for promoting innovation within SMEs: Multiplicity of existing aid schemes. Difficulties in managing the volume of information available on support instruments. Lack of knowledge of innovation-supporting policies and instruments by SMEs. INFORMATION MANAGEMENT-ORIENTED MEASURES

MAIN PROPOSALS PRE-ANDALUSIA PROPOSALS To co-ordinate and simplify information mechanisms and transmitters, both players (public and private promoters and intermediaries) and formats, support elements and channels. To increase (technical, financial and human) resources allocated for disseminating information on existing instruments, measures and support programmes. To redesign existing dissemination programmes, adapting them to SME profiles. To ensure efficient co-ordination between different mechanisms and dissemination channels. To simplify existing aid schemes. INFORMATION MANAGEMENT-ORIENTED MEASURES

  17. MAIN PROPOSALS PRE-ANDALUSIA In general, SMEs lack of mid and long-term vision when assessing the profitability of technology innovation projects. There is a lack of assessments of technological requirements. SMEs are unaware of the competitive advantages of commitment to business innovation. BUSINESS SERVICE-ORIENTED MEASURES

  18. MAIN PROPOSALS PRE-ANDALUSIA PROPOSALS BUSINESS SERVICE-ORIENTED MEASURES To increase the resources allocated for integral business consulting on innovation-related activities. To encourage entrepreneurship.

  19. MAIN PROPOSALS PRE-ANDALUSIA Most existing instruments (including CIP) do not cover a critical stage of the process: the initial commercial exploitation. The programmes supporting technological innovation projects are usually finished before its first commercial application. The demonstration stages are not sufficiently supported. Technologies and innovations which have been successfully proven by SMEs find it difficult to obtain financing for the initial stages of production on an industrial scale. SMEs depend on large enterprises for the development of eco-innovations. TECHNOLOGY “TAKE UP” AND COMMERCIAL AND INDUSTRIAL EXPLOITATION-ORIENTED MEASURES

MAIN PROPOSALS PRE-ANDALUSIA PROPOSALS • To increase instruments and financial support for “take up” technology and initial commercial (and industrial) exploitation of new technologies and innovations. Technology “take up” measures • Best practices: for users • First-users • Assessments • Support nodes TECHNOLOGY “TAKE UP” AND COMMERCIAL AND INDUSTRIAL EXPLOITATION-ORIENTED MEASURES

  21. MAIN PROPOSALS PRE-ANDALUSIA PROPOSALS With regard to eco-innovations, additional economic measures need to be undertaken in order to introduce signals in relative prices. Support instruments focusing on improving processes, products and services are inadequate compared to instruments supporting the creation of new products, processes and services. Private-public partnerships focusing on increasing funding opportunities for innovation by financial institutions and intermediaries should be strengthened. The weak venture capital activity in Andalusia places our region at a disadvantage position. OTHER PROPOSALS AND CONTRIBUTIONS

  22. MAIN PROPOSALS PRE-ANDALUSIA REGARDIND THE ECREIN PROPOSAL Interest of Andalusia in a common position in relation with the suitability of current instruments, and more specifically of the financial instruments for SMEs proposed by the CIP itself. ECREIN project, through its platforms, could contribute to guide the Commission about the current instruments` suitability and feasibility for the regions. ANDALUSIAN REGIONAL PLATFORM CONCLUSIONS

  23. MAIN PROPOSALS PRE-ANDALUSIA REGARDIND THE ECREIN PROPOSAL • The creation of Financial mechanisms for SMEs on eco-innovation must go together with one or more “accompanying measure/s” focusing specifically on the dissemination of the information about the considered instruments. • The Andalusian Platform would like to highlight the insufficiency of financial mechanisms for technological assimilation stages. Therefore, we would propose the explicit consideration in CIP of this aspect, when supporting SMEs. ANDALUSIAN REGIONAL PLATFORM CONCLUSIONS
