Committees’ Decisions Summary Executive Committee – 5/22/14 Meeting • Kevin Gallagher and Tim Trainor will Co-Chair the NSDI Awareness objective on the NSDI Strategic Plan action plan. • Angela Smith volunteered GSA to work with another agency as a Co-Chair on the Cloud Computing objective of the NSDI Strategic Plan. Committees’ Decisions Summary Steering Committee – 6/26/14 Meeting • SC members will nominate candidates from their agencies for the CG co-chair position. • SC members will review and provide comments on the Open Water Data Initiative proposal that was presented at the meeting. An electronic vote on this topic will be held in mid-July. • SC members will be providing feedback on the NSDI Strategic Plan Action Plans, and will help revise the geospatial investment definition and budget report codes for the NGDA Management Plan.   15. NGAC Subcommittee Activities NGAC subcommittee activities were major focus for the June meeting. Landsat Advisory Group • Chair/Co-Chair: Roger Mitchell, Kass Green • 2014 Study Topic: • Review and update the 2012 LAG paper, “The Value Proposition for Ten Landsat Applications,” refining the list of user applications and enhancing the Landsat value summary. • Status: • USGS Landsat staff has briefed Landsat Advisory Group (LAG) on recent and upcoming program activities. • LAG is developing draft summaries of new Landsat applications – on track to have draft applications documented by Sept NGAC meeting. • LAG is querying Google Earth Engine developers group (2,000+ users) for additional Landsat examples. • LAG also conducting source research using Scopus catalogue and other tools Contact: John Mahoney, FGDC OS, jmahoney@fgdc.gov Read ahead: None

Geospatial Interoperabilty Reference Architecture (GIRA) Review • NSDI Strategic Plan 2014-2016 • Objective 1.1 – Develop geospatial interoperability reference architecture • Action 1.1.1 – Establish architecture to assure interoperability utilizing published open service standards to share data among unclassified, controlled unclassified information (CUI), and classified domains and missions. • Action 1.1.2 – Define the role of the Geospatial platform as a technology and collaboration environment for unclassified geospatial information sharing. • Dan Cotter, DHS, is overseeing implementation of these actions. • Program Manager, Information Sharing Environment (PM-ISE) has completed the first draft of the GIRA. GIRA Review • The document brings together many past architectural efforts to the FGDC community. • Establishes the Geospatial Platform as the go-to target for unclassified geospatial information as well as addressing many interoperability and standards issues. • Document is complex and a detailed review and thoughtful comments are encouraged. • Once DHS has the FGDC (and NGAC) comments and adjudicated them, the document will be sent to the federal CIO Council for adoption as an artifact of the Federal Enterprise Architecture. • FGDC OS has requested a few edits prior to distribution for review. • Pending FGDC Agency Action:  Steering Committee members will be requested very soon, to: • Coordinate the review and compilation of comments from their agency, • Compile all their agency’s comments into a single agency submission • submit those comments per the instructions located in a supplied Comment Matrix • Comments will go by Agency directly to DHS.

  27. 2012 GAO Actions Update • GAO will monitor progress of plan implementations • GAO recommendations have a 4-year time limit • Action 1) Steering Committee to: Develop a plan with timeframe to facilitate the implementation of OMB’s portfolio management guidance • NGDA Management Plan – GAO will be looking for evidence of implementation • Action 2) Steering Committee to: Develop and implement guidance and timeframe for identifying planned geospatial investments using the Geospatial Platform (Marketplace) • This action is closed.   28. 2014 GAO Engagement • New (2nd) engagement - GAO letter received January 6, 2014, draft report in Dec. 2014, final in Feb. 2015 • Issues under review/Objective(s)/Key questions(s): • Determine the implementation status of prior recommendations. • Describe the types of geospatial data that selected federal agencies and States are acquiring. NOTE: Looking for use cases and maps to show the pervasive use of geospatial data across the government. • Determine the extent to which selected federal agencies and States invest in potentially duplicative geospatial data. NOE: Focused primarily on address and imagery data. (MD, OH, SC, MT, WA) • USGS, NOAA, Census are responded to questions on data use of NGDA themes, plus addresses, including how they “get” the data and associated costs. • Submitted June 27, 2014. • Cost information was determined to be unquantifiable, primarily since this information is not tracked as part of any standard cost tracking system.
