This paper discusses the integration of web-mapping and desktop GIS applications to support the Federal Transit Administration's Veterans Transportation and Community Living Initiative (VTCLI). It highlights the unique challenges of addressing new transit constituencies, particularly veterans and military families. Various databases are integrated, including custom and commercial off-the-shelf (COTS) databases, to create thematic maps and analyze service areas. The findings suggest that GIS tools can significantly assist federal program managers in understanding national distribution and population characteristics in transit-related initiatives.

Conclusions • For those programs where national distribution and specific population characteristics are important, GIS applications using desktop GIS and web mapping can be very useful for Federal program managers. • FTA should look into the availability of Google GTFS files and GTFS .shp files to re-create the national Transit GIS database of the mid-1990’s.
