  2. Context • Increase of entry capacity in Luxembourg from France • Objectives : • Improve Security of Supply • Diversify sources of supply(PEG North / NCG / Zeebrugge Hub) • Increase competition • Meet Luxembourg’s demand development

  3. Luxembourg’s market • Entry points: • Fluxys : 110.000 Nm3/h (31 GWh/d) • EGT : 150.000 Nm3/h (42 GWh/d) • GRTgaz : 1.100 Nm3/h (0,3 GWh/d) • Consumption: 15 TWh/an (73 GWh/d in a 205j/year basis) Institut Luxembourgeois de Régulation, octobre 2009

Steps of development foreseen • 2 scénarii  : • 10 GWh/j (35 000 m3/h) • 15 km DN300, to connect to the regional network in France • Delivery and metering station in Luxembourg • 45 GWh/j (160 000 m3/h) • 45 km DN500, to connect to the national network in France • Delivery and metering station in Luxembourg Network reinforcements are required • Expected delivery time for developed capacities : around 4 years • Studies to validate the different steps are in progress

General approach • Assessment of market needs through an open season process • Full coordination of the 2 TSOs involved inspired by the “France-Spain model” • Technical and commercial coordination • Joint allocation office • Promotion through the NW-GRI platform (IG September, 21st and SG November, 26th) To create a coordination and regional cooperation reference To work with all involved stakeholders (TSO, Regulators, Ministries, shippers)

Main steps foreseen • NW-GRI: September 21st first communication within the GRI • Preparation of OS documents (Information Memorandum) and contracts between the 2 TSOs • Launch of the Non-binding phase: GRI Stakeholder Group meeting November 26th (if all necessary information is available) • Expected launch of the Binding phase: feb-march 2011; end by mid-2011 • Final Information Memorandum, Allocation Rules and Booking contracts to be written before the launching date • Shippers meetings
