Pre-Proposal Conference dd/mm/yyyy _:00 – _:00 a/pm MT _:00 – _:00 Welcome and Overview of Procurement Process [Division of Purchasing/Agency, RFP Lead ___________] • Purpose of the Conference: Introduce the state’s procurement team and representatives of Agency Acronym for this Project and provide a forum to record questions from interested Proposers. • Interested Proposers are advised to read RFP# carefully and thoroughly. • Proposals must be submitted in accordance with the RFP; Business and Scope of Work and Cost proposals must be sealed separately, and identified as provided in the RFP document. Proposers are reminded to include a State of Idaho Signature Page, with an original handwritten signature, as well as the executive order 2009-10 disclosure form.

  3. Division of Purchasing/Agency Procurement Overview Continued • Proposals will first be reviewed for completeness using the Attachment 1 which will be a Pass/Fail process. Proposers are reminded to complete and submit the Transmittal Letter and Attachment 1 as required in the RFP. • Proposers who condition their proposal on the state’s acceptance of alternative terms and conditions, or proposers which state in their proposal that they do not accept the terms, conditions, requirements or specifications contained in the RFP will be found non-responsive, as provided in the RFP document. • Financials must be submitted for the entity submitting proposal. Financials for parent or larger organization (any entity other than the one submitting the proposal) will likely receive a zero (no score) for their financials. • Ensure your pricing takes the Administrative Fee into consideration

Division of Purchasing/Agency Procurement Overview Continued • If you have any questions regarding the specifications, including the State’s Standard Terms and Conditions, the Special Terms and Conditions, the Solicitation Instructions to Vendors, or any other requirements or specifications in the RFP, you need to address those during the question and answer period. Questions regarding these requirements must contain the following: • 1. the rationale for the specific requirements being unacceptable to the proposer (define the deficiency); • 2. recommended verbiage for the State’s consideration that is consistent in content, context, and form with the State’s requirement that is being questioned; • 3. explanation of how the State’s acceptance of the recommended verbiage is fair and equitable to both the State and the proposer.

  5. All responses will be unofficial with the official response provided as an addendum to the RFP and posted on IPRO. • If you have a question, raise your hand, state your name and the company you represent, and ask your question. Note, some questions may not be responded to in this forum. It is always best to follow your verbal questions up by submitting them in writing.
