Changes to the solicitation will be made in writing in the form of amendments.

  9. Pre-Proposal Conference SOLICITATION OVERVIEW • This procurement is a “full and open/unrestricted” competition. • A public bid opening will not occur. This is a request for proposals and not a sealed bid. • Please hold all questions until the question and answer portion of the conference. At that time stand up, identify yourself and the company you are representing.

  10. Pre-Proposal Conference • This is a design-bid-build construction project. Source selection will be made based on “best value” to the Government under FAR 15. Award may be made to other than the low bid. • We may not be able to answer all questions today, and may have to review some questions for issuance of amendment(s). • Send Request for Information (RFI) to ronald.ferrer@va.gov and jeremy.bedner@va.gov

Pre-Proposal Conference • Scope: Contractor shall provide all tools, material, equipment, transportation, supervision and labor involving general construction, alterations, mechanical, electrical, fire protection and utility systems, in accordance with specifications and drawings. Period of performance is 800 days. • Place of performance: VA Seattle Division, WA • NAICS is 236220. Estimated cost is more than $100 million. • Download all solicitation (plans & specifications) documents at www.fbo.gov

  12. Pre-Proposal Conference • Proposals shall be submitted in two parts: (1) Technical proposal – original and 5 copies and one CD (2) Cost proposal (original SF-1442)

Pre-Proposal Conference • Contract Line Items – provide pricing for ALL items Base CLIN 001A - Main Bid (Demolition: Identify SDVOSB or VOSB subcontractor) Base CLIN 001B – Physical Security Base CLIN 001C – Asbestos Remediation CLIN 002 – 006: Deduct Alternate Items (5) in descending order of importance

Pre-Proposal Conference • Technical Proposal will consist of four factors, in descending order of importance: • Construction Management: (Corporate Project Experience, Key Personnel Project Experience, and Technical/Management Approach) 2. Schedule (Phasing Plan and Proposed Progress Schedule) 3. Past Performance (Questionnaires and Safety Record) 4. Small Business Participation (If large business, Subcontracting Plan required)

Pre-Proposal Conference • Cost Proposal will be evaluated on the basis of its realism and acceptability to the Government. • All technical evaluation factors, when combined, are significantly more important than cost or price NOTE: Provide your best technical and cost proposals for the initial submission because VA may award without discussion.

  16. Pre-Proposal Conference • Offer Due Date and Time: July 21, 2014, 3pm local time, unless date and time are changed by amendment. Proposal delivery location is specified in the solicitation. • Please sign all amendment forms / acknowledge the amendments on the bid. • Check at www.fbo.gov for amendments BEFORE submitting your proposal.

Pre-Proposal Conference REVIEW ALL CLAUSES AND PROVISIONS • Offerors are cautioned that their offers may be considered non-responsive if they include any qualifications, including but not limited to price escalation reservations. • Online Representations and Certifications Application: Complete prior to proposal due date via SAM website accessed through https://www.acquisition.gov • Complete registration process in System for Award Management if you have not already done so. If you are proposing as a Joint Venture, the Joint Venture must be registered in www.sam.gov

  18. Pre-Proposal Conference • Buy American Act Clause FAR 52.225-11 and 52.225-12: Carefully review this clause. Everything that is installed or approved on a submittal basis is in accordance with the “Buy American Act” • Equal Opportunity: The contractor shall not discriminate against any employee or applicant for employment because of race, color, religion, sex, or national origin. • Federal, State, and Local Tax: The contractor is responsible for determining what taxes are applicable among the jurisdictions.

  19. Pre-Proposal Conference • Bonds: Bid Guarantee, Performance Bond and Payment Bond are required. • Insurance: Before commencing work under this contract, the contractor shall provide insurance certificate. • Builder’s Risk Insurance is not required by the VA. • Licenses/Permits: Contractor is fully responsible for any and all required licenses and permits to complete this project. • Commence work within 10 days of receipt of Notice to Proceed.

  20. Pre-Proposal Conference • Performance of Work by Contractor FAR 52.236-1: Performance of work by the contractor is at least 12%. See VAAR Clause 852.236-72 for failure or refusal to meet the 12% performance of work. • Davis Bacon Labor Standards in regards to wage rates apply. Conformance to the Davis Bacon Act is required. To add class of laborers or mechanics not listed requires contractor to submit proposal to the contracting officer for review and approval. Non compliance will be referred to the Department of Labor.

  21. Pre-Proposal Conference • Value Engineering: Contractors are encouraged to develop, prepare, and submit VE change proposals voluntarily. Contractor shall share any instant contract savings if VE accepted. Submit separate from cost proposal. • VA Changes Clause: Please review carefully. VAAR Contract Changes Clause 852.236-88 (Unique and Specific to VA ) • Contractor Performance is monitored by the Resident Engineer Staff

  22. Pre-Proposal Conference • Superintendence by the Contractor: Competent superintendent who is satisfactory to the contracting officer and has authority to act for the contractor. • All employees of general contractor or subcontractors SHALL have the 10-hour OSHA certified Construction safety course and /or other relevant competency training. • FAR 52.211-12 Liquidated Damages – Construction applies if work is not completed within the time specified in contract.

  23. Pre-Proposal Conference • Employment Eligibility Verification under FAR 52.222-54 requires contractor to enroll and use E-Verify to verify employment eligibility of employees and new hires. • Partnering is voluntary but highly encouraged. Cost will be split between contractor and government. The goal is to build professional work relationships geared toward successful project completion by promoting mutual benefits.

  24. Pre-Proposal Conference • Project is envisioned to be certified LEED Silver or better upon completion of construction. • Conventional Critical Path Method (CPM) will be used. Contractor to submit Network Analysis System (NAS) schedule within 45 calendar days after receipt of Notice to Proceed. • TRIRIGA – VA Construction Project Management Solution (CPMS). Contractor to purchase license(s) and obtain access.
