BIOMETRICS PROJECT • Ministry of the Interior is in charge of the Biometrics project, which coordinates the authorities planning in terms of biometrics. • Active participation in handling the Council Regulation on a biometric passport in the EU Visa Working Party and in the standardization work of ICAO. • The Biometrics project equals: • A steering group and several working groups • Representatives from different ministries and Government agencies

DEVELOPMENT PROJECT FOR A BIOMETRIC PASSPORT • Finland starts the call for tenders for the biometric passport in the beginning of June • The decision for biometric passport producer will be made in autumn 2005. • Issuance will start in 4-5/2006 at the earliest • A scanning software has been purchased. • Population Register Centre provides the Certification Authority Services (CSCA) • Plans to implement and maintain the certificate for electronic data in the passport chip are made.

  4. BIOMETRIC PASSPORT • Finland will comply with the EU regulation and ICAO standard of biometric passport.  • In addition, the following optional features are planned: • The personal identity code will be recorded on the chip (it is also in the MRZ). • Chip copying and substitution will be prevented. • Unauthorized reading of the chip will be prevented. • Data communication between a chip and a chip reader will be encrypted. • The chip will be embedded in the data page.

  5. PASSPORT ACT RENEWAL • The Finnish Passport Act is in the Parliament at the moment • 1st phase biometric data: Facial Image • Passport will be valid for 5 years. • Also a regulation for passport photo will be decreed and guidelines will be published in the spring.

  6. DATAPROTECTION • Special attention to privacy issues and data protection • Personal Data Act and Personal Data Act in Police work • Legislation is technology-independent • Purpose of collection • exeptions are in the law • 2nd phase: Fingerprints • A new working group is appointed to prepare the law for using and storing fingerprint biometrics.

ISSUEING A BIOMETRIC PASSPORT • The citizen must bring an identification document and one photo with him/her. • The personal information is retrieved from the National Register and confirmed by the citizen with signature. • Citizen or the Official cannot change the name or address information at the police station. • Also other e-databases are checked to ensure that there is no lawful excuse to refuse the passport. • The photo and signature will be scanned.

PASSPORT INFORMATION SYSTEM • The new passport information system will enable an image database and serve the needs of biometric passports in many respects. • Centralized database as well as image database • Support for future ID card issuance • The Directorate of Immigration and the Ministry for Foreign Affairs will also use the same system for the passports and travel documents they issue. • Passport applications are filled and sent to the manufacturer electronically.

  9. PURCHASE OF THE EQUIPMENT • The police service points that issue passports (~150) and embassies (~100) will be supplied with scanners, temporary passport printers and laminators. • In addition service points are planned to offer citizens the possibility to check the content of the chip in their biometric passport.

  18. MOVABLE OFFICE • To sustain availability, Finland will appoint few cars to the movable offices • In the car is all the equipments to issue licences • The concept will contain electronic appointment system and electronic payment

  19. BIOMETRICS IN ID-CARD • Experiences from biometric passport will form the basis for introducing biometric information on national ID cards • Legislation changes needed (Identity Card Act) • Estimated timeframe 2007-2008

  20. BIOMETRIC PASSPORT VS. IDENTITY CARD • Same issuing authority • Police • Similar procedures: • reliable identification • electronic application • same demands of photographs • almost identical procedures of issuing and cancelling
