Project Overview • Business Objectives • Provide a secure and standardized electronic data collection system of encounter level data from emergency departments (ED) & laboratory results (ELR) on other conditions of public health significance. • Conduct Early Event Detection (EED) for infectious diseases and potential bioterrorism (BT) events. • Use data to evaluate prevention efforts and promote public health service to the people of New Mexico. • Improve state compliance with federal performance measures relating to health emergency preparedness and response.
Project Overview • Technical Objectives • Utilize the state designated Health Information Exchange (HIE), New Mexico Healthcare Information Collaborative (NMHIC), to acquire source ED and ELR data via a secure transmission from all current HIE participants on a daily basis. • Populate NMHIC data repository with standardized, de-duplicated, mapped, user-ready data. • Create a reporting interface that will furnish online data access and the creation of flat file and HL-7 extracts to be sent to NMDOH.

Lessons Learned • Strong outreach plan is necessary for recruitment of voluntary participants • Communications and testing plans must be flexible for multiple data providers • Executive committee and resources are required for successful execution of project • Good communication between provider, vendor and program creates early detection for potential points of failure
