  1. 2007 Climate Workshop NWS Eastern Region and Southern Region Chet Ropelewski Climate Assessment and Services Division NOAA Climate Program Office (CPO) Understanding climate variability and change to enhance society’s ability to plan and respond

  2. Outline • CPO Climate Mission • Programs • Highlights • Approaches (eg RISA, SARP, TRACS, NIDIS,IRI)

  3. NOAA Goals • Protect, restore, and manage the use of coastal and ocean resources through an ecosystem approach to management • Understand climate variability and change to enhance society’s ability to plan and respond • Serve society’s needs for weather and water information • Support the nation’s commerce with information for safe, efficient, and environmentally sound transportation • Provide critical support for NOAA’s mission

  4. NOAA’s Climate Mission Understand Climate Variability and Change to Enhance Society’s Ability to Plan and Respond • OUTCOMES • A predictive understanding of the global climate system on time scales of weeks to decades with quantified uncertainties sufficient for making informed and reasoned decisions • Climate-sensitive sectors and the climate-literate public effectively incorporating NOAA’s climate products into their plans and decisions

  5. How the NOAA Climate Programdoes business • Program Management and Competitive Grants • Climate Program Office (CPO) • Laboratories and Centers • Office of Ocean and Atmosphere Research • Research Laboratories – Boulder, Seattle, Miami, Princeton • National Weather Service • Climate Prediction Center, Environmental Modeling Center, CSD,Regional/Local Offices • National Environmental Satellite and Data Information Services: • Data Centers, Satellite data analysis • Cooperative Institutes • A dozen hosted at universities across the country • Facilities • Ships, Aircraft, Satellites, Supercomputers

  6. NOAA Climate Program Strategy Program Performance objective A Predictive understanding of the global climate system on time scales of weeks to decades with quantified uncertainties sufficient for making informed and reasoned decisions Improve climate predictive capability from weeks to decades, with an increased range of applicability for management and policy decisions. Climate Predictions and Projections Describe and understand the state of the climate system through integrated observation, analysis, and data stewardship. Observations and Analysis Climate and Ecosystems Understand and predict the consequences of climate variability and change on marine ecosystems. Reduce uncertainty in climate projections through timely information on the forcing and feedbacks contributing to change in the Earth’s climate. Climate-sensitive sectors and the climate-literate public effectively incorporating NOAA’s climate products into their Plans and decisions Climate Forcing NOAA Climate Program Components Understand climate variability and change to enhance society’s ability to plan and respond Increase availabilityof climate products and services to enhancepublic and private sector decision making Regional Decision Support

  8. NOAA Research: Office of Oceanic and Atmospheric Research (OAR) Ko Barrett, CASD Division Chief • Regional Integrated Sciences and Assessments (RISA) • Caitlin Simpson, Hannah Campbell • Sectoral Applications Research Program (SARP) • Nancy Beller-Simms (Water, Urban), Lisa Vaughan (Coasts) • Transition of Research Applications to Climate Services (TRACS) • Josh Foster (ICLEI, NIDIS, NWS) CASD • International Research Institute for Climate and Society (IRI) • Chet Ropelewski (IRI, NWS) • http://iri.columbia.edu

  9. Regional Integrated Sciences and Assessments (RISA):www.climate.noaa.gov/cpo_pa/risa • NOAA supports university-based teams across the U.S. to analyze how climate impacts key sectors within a region and how climate information could help with resource management and planning within that region. • RISAs create strong university partnerships with federal, state, and local stakeholders within a region. • Example topics covered include: Agriculture, Wildland Fire, Water Resources, Drought Planning, Fisheries, Public Health.

  10. MISSION: To use a science-based approach to enhance society's ability to understand, anticipate and manage climate risk in order to improve human welfare. http://iri.columbia.edu

  11. NOAA Sectoral Applications Research Program (SARP) • Among FY ‘07 SARP activities expected: • Partnerships with resource management entities (NOAA and non-NOAA) • Stakeholder workshops • Methodology and tool development • Training programs • Competitive grants Sectors to be addressed in FY ‘07 include: Coastal Resources Water Resources Urban Health www.climate.noaa.gov/cpo_pa/sarp/

  12. Transition of Research Applications to Climate Services TRACS The TRACS program goal is to facilitate the development of new or enhanced regional products, especially at the grass roots level, and transition climate information tools into operational products.

  15. How can the demands for climate products and information experienced by the NWS Climate Focal Points influence the CPO Research Agenda? I don’t know. …but we can start a process. Do you have inventories of climate products and services? Do you have a FAQ list for climate questions? Do you have a set of questions that you find difficult or Impossible to answer? Send to Chet.Ropelewski@noaa.gov Subject line: NWS-CF issues
