  1. National Sources Registry in Armenia International Workshop on National Sources Registry, 20-23 March 2017, Vienna • Armen Babayan • Chief specialist - state inspector of Radiation Safety Department • Armenian Nuclear Regulatory Authority

  2. Outline • Regulatory Infrastructure in Armenia • Establishment of control over sources • Status of Advanced Regulatory Information System • Users Support

  3. Regulatory Infrastructure in Armenia • Armenian Nuclear Regulatory Authority - ANRA • 1993 – Establishment (main mission was licensing and inspection of Armenian NPP, establishment of regulations, Emergency response ) • 2001 – Responsibility for sources • Nuclear and Radiation Safety Center - NRSC • 2001 – Establishment (main mission is to provide technical support to ANRA)

  4. Radiation Protection Legislation in Armenia Laws • Law on Safe Utilization of Atomic Energy for Peaceful Purposes (01.03.1999) Article 17 The regulatory authority shall: … conduct state register for ionizing radiation sources

  5. Radiation Protection Legislation in Armenia Decrees of the Government of the Republic of Armenia • Decree № 765 as of 16.08.2001 on approval of “Procedure on state registration of ionizing radiation sources “ • Decree № 1751 as of 09.12.2004 on approval of “Procedure on licensing of practices (use) with ionizing generators, radioactive materials and equipment containing radioactive materials” • Decree № 1790 as of 09.12.2004 on approval of “Procedure on licensing of export from and import to republic of Armenia of ionizing generators, radioactive materials and equipment containing radioactive materials (based on IAEA Code of Conduct supplementary Guide on import and export of radioactive materials) • Decree № 553-N as of 03.05.2007 on approval of Procedure for regaining control over radioactive materials and isolation

  6. Radiation Protection Legislation in Armenia Decree № 765 as of 16.08.2001 on approval of “Procedure on state registration of ionizing radiation sources “ • The owner obtained ionizing radiation sources subject to registration within 10 days upon receiving them shall submit necessary reference notes to the regulatory authority of the nuclear energy field for registration. • The regulatory authority based on the submitted reference notes within 5 days period registers the ionizing radiation source in the register of ionizing radiation sources. Copies of reference notes relevantly validated and sealed are returned to the licensee within 3 days period.

  7. Radiation Protection Legislation in Armenia Decrees of the Government of the Republic of Armenia The main regulations on Radiation Protection are: • Decree № 1219 as of 18 August 2006 on approval of “Radiation Safety Norms” • Decree № 1489 as of 18 August 2006 on approval of “Radiation Safety Rules”

  8. Regulatory function of ANRANotification and National Register of Radiation Source According to the final information in Armenia there are 1464 ionizing radiation sources. Most of the ionizing radiation sources are used in medical purposes. Radiation sources including 1191 x-ray sources 276 sealed sources 7 unsealed sources There are 132 radioisotope equipments.

  9. Regulatory function of ANRANotification and National Register of Radiation Sources: Source category • 1st category – 1 source (medical) • 2nd category – 3 sources (medical) • 3rd category – 43 sources (medical, industrial) • 4thcategory – 96 sources (industrial, research) • 5thcategory – 133 sources (medical, industrial, research)

  10. Regulatory function of ANRANotification and National Register of Radiation Sources: The amount of registered organizations (users) are: • Medical organizations – 527 • incl. dental organizations - 363 • Industrial organization – 18 • Research organizations – 12 • Educational organizations – 3 • Others - 1 • Summary – 561organizations

  11. Regulatory function of ANRANotification and National Register of Radiation Sources: From November 2001 till September 2003 the ANRA conducted the ”inventory” of radiation sources and practices with them. The objective of the inventory was: • to correct the data on the amount of radiation sources in the country in order to review national regulatory infrastructure, • to optimize decisions concerning priorities for supervision of radiation sources, • to optimize the security measures for radiation sources, • to develop national strategies for improving control over radiation sources, • to develop system of emergency planning and response. Based on these results, the inventory of radiation sources has been established and a new registry/database RASOD (Radioactive sources database) exploiting the NRC USA strategy, was elaborated.

  12. Initiation of Sources Program In Armenia - 2001 • Actions: • Infrastructure changes • Legislation (law, requirements, norms, procedures) • Inventory and Orphan sources search program • Registration and Authorization • Inspections • Instrumental measurements and analyses • Training of regulator and users

  13. First Version of RASOD First Regional Meeting in Latin America on Radiation Sources Regulatory Partnership, 9-11September 2013, Panama City

  14. Regulatory function of ANRANotification and National Register of Radiation Sources: ARIS What is ARIS? ARIS– Advanced Regulatory Information System ARIS was developed by Nuclear and Radiation Safety Center (TSO of ANRA) in cooperation with Adstm Inc., USA under U.S. NRC/ANRA Cooperation Agreement. ARIS promotes a consistent and common approach to the regulatory control of radiation sources and nuclear materials while offering the flexibility to respond to the specific needs of a Regulatory Body, with respect to their national legislative frameworks, administrative structures and institutional and regulatory frameworks.

  15. The Database: Maturity • Common framework • Modular architecture • Regulatory practices • Data Reliability • User rights and roles • Improved user interface • Reports export to different formats • Improved users Support

  16. Regulatory function of ANRANotification and National Register of Radiation Sources: ARIS is included: • RASOD-database of ionizing radiation sources and report generation system. • LICENSEE-database for organizations, physical persons and other applicants. • AUTHORIZATION-database for authorizations including licenses and permissions. • TESTING-database of examination questions and system for knowledge test (not yet integrated to the ARIS). • NUCMAT-database of nuclear materials and the IAEA report generation system (not yet integrated to the ARIS).

  17. Regulatory function of ANRANotification and National Register of Radiation Sources: ARIS • INSPECTION- database for RB inspections (planning, preparation, conduction, results and follow-up actions). • OCCUDOSES- database for occupational exposure control (under development)

  18. Regulatory function of ANRANotification and National Register of Radiation Sources: • 1st category – 1 facility (medical) • 2nd category – 3 facilities (medical) • 3 category - 3 facilities (medical, industrial) • 4 category – 5 facilities (industrial, research)
