Jul-00 Sebesta Blomberg hired to perform Utilities Business Plan Study • Mar-02 Utilities Business Plan report delivered to BOT • 250 Klb/hr of new-additional CFB coal capacity needed • Project should be performed ASAP • $41.5M estimated cost (2006-07 installation $) • Jul-03 Sebesta Blomberg hired for professional services to solicit for new-additional steam capacity • Nov-03 Issue RFQ to the world- received 6 responses • Dec-03 Issue RFP to 3 firms - only one proposal received, never arrived at viable proposal, Jan-05 closed solicitation process The ride begins

Obtain required approvals and install new-additional capacity during FY05-07 budget biennium • Use the Design-Build (DB) project process to minimize potential source funding shortfall concerns • Gain 250-300 Klb/hr of clean coal-fired CFB capacity to meet growing campus demands • Use Title-V plant emissions netting permit modification to avoid NSR “If life was only this easy” Initial Plan

Apr-08 Received BOT approval to hire Design Criteria Developer for DB Process • Lutz Daily & Brain selected • Oct-08 Received LDB revised scope cost estimates • 200 Klb/hr as plant addition - $56M • 200 Klb/hr replace boiler 1 - $49M • Feb-09 Received BOT approval for engineering design services to replace Boiler 1 with Boiler 6 • Lutz Daily & Brain selected Houston we have another problem! What about lost boiler 1 capacity during construction? Change of Plans(new ride direction)
