  2. Purpose To inform you of the effort to develop and deploy a standard, tailorable, measurable, and user friendly logistics health assessment tool across the Command

Problem Statements • No day-to-day standardized mechanism for assessing and measuring program office logistics planning and execution • Logistics module in SMART never fully developed • Lack of historical decision trail and associated impacts • PoPS is a top level program risk assessment tool • No drill down capability for specifics LHA FILLS THE VOID

Attributes • Designed to complement NOT replace: • Acquisition & Sustainment Tool Kit, Independent Logistics Assessments (ILA), PoPS, etc • Horizontal and vertical integration • Integrates into a program office • Identifies trends across the Center’s portfolio • Shows connectivity to AFSO 21, e-Log 21, D&SWS, AFMC BSC, Bell Memo, etc. • Flexibility for program uniqueness – “Tailorable” • Applicable across the entire life cycle of a program • Standard work, repeatable, quantitative and aggregative • Documents metric trends • Uses existing information to maximum extent possible

MethodologyPlanning Module • Assessment frequency – monthly or event triggered • Three top-level modules with sub-modules • Internal modules • Logistics Requirements and Strategy • Logistics Planning and Execution • External module • Logistics Support and Partnerships • System Engineering/Budget and Funding/Contracting/Program Transition • Modules are weighted based on integrated logistics elements -- the foundation to “design in support” • Numerical rating and RYG color code • All modules and sub-modules are rolled up in a single “windshield” chart • Trend information displayed

Beta Tests • Completed Beta Testing Oct 07 • P5 Combat Training Systems, C-32 CLS Program, B-1 Radar Modernization Program, Joint Environmental Toolkit (JET) • Beta Test results (Product Centers) • Issue: Scoring generated misleading results (elements green / roll up yellow) • Resolution: Revised scoring process • Issue: Request LHA criteria be embedded into tool as opposed to separate guidebook • Resolution: LHA Tool revised to show criteria and scoring • Issue: JET comments from ESC • Resolution: Ensure adequate training is available to program office

Customer Comments • LHA addressed all the supportability/sustainment areas required in a program office to determine the overall logistics health of a program • Thanks for the opportunity to provide input into the process • Like the idea LHA will feed SMART and Sufficiency Reviews • Satisfies requirement for more than one briefing/status/forum • The LHA addressed all the supportability/sustainment areas that would normally be required in a program office to determine the overall logistics health of a program • The scoring criteria (R/Y/G) - easy to follow and provided enough detail to adequately grade the areas being assessed • The LHA Guidebook provided assessment criteria, references, and quick links to perform a complete evaluation of the logistics health assessment of the program

Logistics Mitigation Plan (LMP) • Explain (in narrative) the mitigation strategy or “get well” plan for any LHA rating below 80 (Address both the module(s) and sub-module(s) contributing to any rating below 80). Accomplishment of an LMP is required with the accomplishment of any LHA. • Logistics Requirements & Strategy • Logistics Planning & Execution • Logistics Support & Partnerships • This information should be archived in SMART for the duration of the program in accordance with objectives of the LHA to record historical documentation of logistics decisions across the Program’s acquisition life cycle.
