  6. California Energy Efficiency Strategic Plan (2008) “The goal is for California’s energy to be adequate, affordable, technologically advanced, and environmentally-sound…Cost effective energy efficiency is the resource of first choice for meeting California’s energy needs. Energy efficiency is the least cost, most reliable, and most environmentally sensitive resource, and minimizes our contribution to climate change.”

  7. SCE and CPUC (Coming soon to all IOUs)

  8. SCE Mission Comprehensive HVACA vision for an integrated HVAC portfolio driving market transformation SCE Comprehensive HVAC exists to: • support the HVAC goals of the CPUC • provide a catalyst for continuous improvement • demonstrate fiduciary responsibility to SCE customers • Starting with packaged AC equipment

  9. Background • Among Southern California businesses, HVAC is typically the largest consumer of energy, the single largest contributor to peak demand and the highest operating expense. • An optimized HVAC system reduces energy consumption, saves money, and prevents costly system breakdown. • Improved HVAC operation is a leading opportunity for improved energy efficiency, reduced peak power demand, and cost savings. • CPUC directed implementation new HVAC program amongst IOU’s to support California’s contractors

  10. SCE Trial Overview • Upgrade existing and “to code” Units when premium HVAC equipment cannot be installed • Installation of Enhanced Ventilation Measure first opportunity • Installation of Evaporcool Technology second opportunity • Combined Installation of both Technologies third opportunity • Both technologies provide ADR potential • Replacement incentives: $200-$500 per ton • Additional Incentives for enhanced technologies

  11. SCIenergy MESA

  12. SCIenergy MESA MESA benefits relative to the three alternatives. • No debt: the services agreement is an operating expense under current and forthcoming accounting rules. • Potential for endowment to invest and earn its targeted returns. • No savings guarantee enforcement concerns. • Development flexibility: utilize in-house resources, leverage previous investments; vendor neutral, consultant neutral.

  13. SCIenergy MESA Managed Energy Services Agreement 1 2

  14. Central Plant Optimization

  15. Ultra-Efficient All Variable Speed Central Plant • Variable frequency drives on all central plant equipment • Convert plant to primary-only or primary-booster • Power based control of chillers, pumps and cooling tower fans • Valve position method of control for chilled water pumps • Power based re-set strategy for chilled water supply temperature • Optimal sequencing of chillers and towers • Optimal control of chiller VFD • Continuous measurement and verification • Just because you have VFDs does not mean you save

  16. Chiller Plant Energy Use Spectrum

  17. Sample Dashboard

  18. Magnetic Bearing Compressors and Chillers

  19. Turbocor Compressors • Completely Oil-Free Compressor that utilizes magnetic bearings • DC Synchronous permanent magnet motor, (same type of motor used in cordless drills, light weight, variable speed with lots of torque) • Direct Drive, there is no transmission • Built In Variable Speed Drive with On board Soft Start • Full digital control system with onboard diagnostics • Most Energy Efficient Compressor to date • Quiet only 70 dba from a distance of 9 feet

  20. Retrofit Applications • What are some good applications? • Reciprocating chillers • Screw Chiller Retrofits • Constant Speed Centrifugals with gear boxes • DX Built Up systems • Rack Chillers • Pony Chillers • What are some benefits to retrofitting? • Significant Energy Cost Savings • Very inexpensive to maintain • Extremely quiet operation • Equipment is more reliable and provides a payback

  21. Success Story: County of Ventura ECCH Central Plant Replacement • Existing plant Ice Harvester • Operated at 1.2 kW/ton

  30. Demand Control Ventilation

  31. CO2 Sensor System for Demand Controlled Ventilation • Eliminates high cost of excessive outside air for ventilation • Outside air pre-set for max occupancy • When lower than max, up to 500% over-ventilation occurs, wasting energy to heat/cool outside air • Sensors detect CO2 exhaled and adjust outside air intake to match real-time needs

  32. CO Garage Sensors

  33. Parking Garage CO Sensor System with VFD’s • Reduces 80% to 90% of the energy cost to operate exhaust fans in enclosed parking garages • Operates fans at low base ventilation level and ramps up volume as required if CO detected • Only responds to CO, not other gases • Electrochemical sensors very accurate
