  1. ESEA Consolidated Application Getting Started

  2. Before Logging In • Conduct a District Needs Assessment • Analyze LEA data • Consult with private schools (if applicable) • Communicate with parents and staff • Develop plan with goals, objectives, and activities to meet the needs identified. • Determine how the district will pay for the activities identified in the plan.

  3. Logging In • The ESEA application portal is located on DPI’s ESEA webpage http://dpi.wi.gov/esea/index.html • Click the “ESEA Application” link. • Note: The link that states “2011-12 and Prior ESEA Application” will take you to the old application. The two applications are separate.

  4. User Names and Passwords • ESEA Coordinators • Distributed by DPI • Other users • Distributed by the LEA’s ESEA Coordinator Login ID: Use the user name assigned to you. Password: On your first login, your password is password. Then the application will automatically prompt you to change your password to something you choose.

  5. Main Menu Help Screens • Navigation Tips • Work top to bottom/left to right • Read the help screens • Data Reports • Due dates will appear when the reports are ready for completion.

  6. Update Annually • All items must be completed and forms must be uploaded and approved by DPI before submitting any application. RequiredDocumentation Must be District Employees and Setup as application users Homeless Liaison and District Reading Specialist (Not necessarily application users) Upload as soon as the application is released in the spring LEA must maintain documentation for all items on the checklist.

  7. Budgets • Users only see the application(s) they have rights to access. • Applications may be submitted/ approved for each Title independently.

  8. Budget Menu - Contacts Select the Contact Person from the list of users. Select the Fiscal Contact from the list of users.

  9. Budget Menu – Fund Management The LEA will manage all aspects of the grant. The consortium leader is the fiscal agent. The LEA receives Title specific programs/services from the consortium. The LEA remains the fiscal agent and is responsible for all elements of the grant but contracts with a third party for help with administering the grant. The LEA returns the funds to DPI.

  11. Budget Menu • Each budget menu is specifically tailored to reflect the laws for each title. • Start at the top of the budget menu and work down the list. • Reminder messages are provided through out the application. • Read the help screens for assistance.

  12. Entering Budget Items • Program and fiscal staff need to work together to determine how the funds will be utilized. • Every budget item is tied to the WUFAR system. http://dpi.wi.gov/sfs/wufar.html • ESEA funds must supplement and not supplant non-federal funds.
