  3. THIS IS WHERE BGPMS COMES IN… BARANGAY GOVERNANCE PERFORMANCE MANAGEMENT SYSTEM (BGPMS) PROJECT

  4. WHAT IS THE BARANGAY GOVERNANCE PERFORMANCE MANAGEMENT SYSTEM? The BGPMS is an assessment tool for barangays that measures the effective delivery of services and accomplishments in the performance of their functions as mandated in RA 7160 and other related issuances.

  5. Legal Bases of BGPMS The 1987 Philippine Constitution in Article X, Section 3, mandates that “Congress shall enact a Local Government Code which shall provide a more responsive and accountable local government structure instituted through a system of decentralization…allocate among the different LGUs their powers, responsibilities, and resources, and provide for the qualifications, elections, appointment and removal, term, salaries, powers and functions and duties of local officials and all other matters relating to the organization and operation of the local units.”

Legal Basis for BGPMSFrom the 1991 Local Government Code Section 3 (h) “there shall be a continuing mechanism to enhance local autonomy not only by legislative acts but also by administrative and organizational reforms;” Section 3 (m) “the national government shall ensure that decentralization contributes to the continuing improvement of the performance of local government units and the quality of community life”. Sections 16 & 17 define the roles and responsibilities of local authorities that require the development of management tools and approaches to assess the efficiency of the processes and the quality of public service towards efficient and effective governance.

WHY MEASURE BARANGAY GOVERNANCE PERFORMANCE? • To determine and assess the level of compliance of the barangay in the identified service areas through the BGPMS scoring and rating system in order to improve the quality of programs and local policies; and • To identify and define problems by area and determine the corrective measures to be installed by area.

  8. Scope and Focus of the BGPMS The BGPMS shall FOCUS ON the following performance areas: Governance; Administration; Social Services; Economic Development; and Environmental Management. These are the priority areas that will be assessed by the instrument.

  9. These performance areas are further subdivided into several service areas as shown below:

  10. Benefits of BGPMS Through the BGPMS, we easily determine the presence and absence of: programs and projects being implemented; facilities and equipment; managerial and administrative capacities; barangay compliance to laws and presidential directives

  11. NATIONAL LEVEL Basis for the national policymakers in setting up priorities in rationalizing the kind of assistance (technical/financial) or intervention to be extended to the barangays; and 2.  Institutionalize a Database for barangays.

CITY/MUNICIPAL LEVEL Identify the present state of development of the component barangay in the five (5) performance areas; and  Aid in the development of integrated policies, plans, and projects that lead to the efficient delivery of basic services, revenue generation and other barangay needs

  13. BARANGAY LEVEL Encourage transparency and accountability among barangay officials and THEIR constituency; Improve the organizational and management leadership skills of barangay officials in planning, budgeting and allocation of resources; Identify the existing services in the barangay and the quality of programs and projects implemented; and Determine the state of development of the barangay.
