Conflict between China and Taiwan • The reasons of the conflict People's Republic of China and Taiwan. • Changing of political views on the problem of reunion in Taiwan will be able to lead to aggravation of part’s confrontation. • The USA plays both holding and destabilizing role in this conflict.

  3. History (1949-1995) • October 1, 1949 - creating of the People’s Republic of China. The ruling clique of Gomindan has left to province Taiwan and came into confrontation with central government. • The end of 1987 – mutual isolation was stopped.(The government of China began to make attempts for peaceful reunion by model “one state – two systems” ). From the end of 1987 economic and cultural exchanges and contacts of citizens began to develop • Den Syaopin’s initiative (Policy of peaceful reunion has been started) • Li Den-Huei has denied of a long way from “principle of one China” by propaganda of “two governments” or “two different political formations” and “Taiwan is an independent sovereign state”

History (The present time) • Chinese government has been started a strong struggle against separatism and “Taiwan’s independence” after individual visit of Li Den-Huei to the USA in 1995 • The Conference of Central War Council: Tsyan Tsemin initiative to give back Taiwan under continent China’s jurisdiction before 2020 year by all facilities, include military • Leadership of the People’s Republic of China is ready to submit the bill about reunion with Taiwan. • The conditions of China possible military intervention in Taiwan. • The end of 1995 -beginning of 1996 – verifying launch chinese rockets, conduct of exercises near Taiwan strait • February, 2000 – Taiwanese “clear paper” • China located nuclear warheads near seaboard of Taiwan strait

Policy of Taiwan (the present time) • Taiwanese authorities were continuing to insist on being only one China, and Taiwan is a part of China, during 30-40 years after 1949 year. • Main factors providing with security of island are: • Inadmissibility of war with continental China • Increase of defensive capability • Antiterrorist training • Chen Shuibyan called for creating of “new frameworks for a dialogue”

China - the USA • December 1978 – joint communiqué of China and the USA about establishment of diplomatic relations: • Government of the People’s Republic of China was recognized as only one legal government of China • Declaration of being only one China, and Taiwan is a part of it • The president’s councilor on national security K. Rais expressed the US Administration position on Taiwanese issue during the visit to China • Act about strengthening of Taiwan’s security • Special committee of economic and security called Bush for revising policy with regard to China and Taiwan • Peking expressed a protest on taking of decision by the USA’s Congress about giving support to Taiwan to enter to the World Health Organization • Peking has been considering Washington as a protector of Taiwan since 1950 when president Truman gave orders to 7th flotilla to take seat in Taiwanese strait

The USA and Taiwan. • The USA is not ceasing deliveries of modern arms to Taiwan • Revised by Japan and the USA, new guide to partnership at defense sphere does not have a clear promise not to include Taiwan at the sphere of “security around the state” • The main component of stabilizing pressure of the USA upon Taiwan problem (control of the People’s Republic of China by affording security guarantees to Taiwan) was saved and fixed at Law about relations with Taiwan (1979)

  8. Conclusion • October 1, 1949 old regime was changed by new regime. Main actors of international law didn’t alter, that is why sovereignty and territorial integrity didn’t alter too. • During confrontation self-consciousness of Taiwan’s citizens has been grown. But we still can’t speak about possibility of separation of Taiwan with continental China • Now the USA is in a difficult position. It is connected, on the one hand, with necessity to take into consideration with China’s interests and to keep to signed communiqués. On the other hand, the USA can’t help acting with its own interests, especially in the security sphere
