COE Definition and Critical Variables The contemporary operational environment (COE) is the synergistic combination of all the critical variables and actors that create the conditions, circumstances, and influences that can affect military operations today and in the near- and mid-term. Critical variables: Political, Military, Economic, Social, Infrastructure, Information plus Physical Environment and Time = PMESII+PT Will drive doctrinal changes in FM 7-100 series Aligns TRADOC DCSINT with Joint Doctrine (JP 3-0) Modifies legacy 11 critical variables first described in 1999 white paper into PMESII+PTWill drive doctrinal changes in FM 7-100 series Aligns TRADOC DCSINT with Joint Doctrine (JP 3-0) Modifies legacy 11 critical variables first described in 1999 white paper into PMESII+PT

Strategic Realities & Impacts on the US Army Irregular warfare is our steady state environment for near term; a period of consistent conflict Army Posture Statement More than just OEF/OIF Adversaries will employ traditional, irregular, catastrophic and disruptive challenges Quadrennial Defense Review Must be prepared to fight any type of adversary (or combination of adversaries) at various points along the spectrum of conflict As we approached our re-write, we took a look at existing realities: -Persistent conflict and blurred distinctions between war and peace (Army Posture Statement) -Irregular warfare does not mean just fighting an insurgency with limited military capabilities. It includes fighting well led, organized and equipped para-military forces. -Adversaries are studying and learning from our actions in OIF/OEF. Adversaries will employ conventional combined arms while combining irregular challenges such as guerillas, para-military, criminal elements, refugees, etc., to not necessarily defeat US military capabilities but to overwhelm and create politically unacceptable conditions. -This can occur at any point across the spectrum of conflict and will occur simultaneous not sequential.
