Thematic programme “NSA and Local Authorities in development” Main elements of programme • Successor to NGO co-financing and decentralised cooperation budget lines • Wide range of non-profit making NSA and local authorities from EU and South eligible for funding • Devolution: EC delegations • DCI: at least 85% funding to NSA

Thematic programme “NSA and Local Authorities in development” Objectives of the programme • Interventions in developing countries and regions • Awareness raising and development education in EU and acceding countries • Coordination between stakeholders’ networks, within their organisations and with Community institutions

  7. Programming process Multi-annual programming document 2007-2010 • Operationalise the thematic programme • Set out strategic priorities for action, priority countries, implementation modalities • Preparations ongoing

External consultation 31.07-11.09 • Total: 174 responses (21 LAs) • Focus on Least Developed Countries • Promote multi-actor partnerships • Encourage NSA – local authority partnerships • “Right of initiative” principle precondition • Specific added value • disadvantaged minority groups, authoritarian or centralised countries, multi-country/regional actions, multi-actor partnerships, innovative proposals.

External consultation 31.07-11.09 Added value of local authorities • In-country interventions: • expertise in service delivery (education, health, water, transport etc.) • catalysts for change and confidence building between different parties. • Importance of exchange of experience between LAs in Europe and their counterparts in partner countries.
