  2. Purpose The purpose of XC4 is to advance the awareness, development, effectiveness, and support for expeditionary C4 capabilities.

  3. What is XC4? • In the context of this event, Expeditionary C4 (or XC4) refers to the full range of command, control, communication, computers and their associated support systems (e.g. Expeditionary Power Systems). These systems are typically employed by operational units in remote, austere environments where their services must be rapidly mobilized, established, and frequently relocated to support the unit’s operational mission.

Background & Overview • History of Interest & Participation • 2007-2008: Tactical Radio Users’ Conference (TRUC) events • 2009: Tri-Conference (TRICON) with PM MERS, EPS, TCS, NSC (700+) • 2010: No Event • 2011-2012: Expeditionary C4 User’s Conference (500+ participants/year) • Integrated Approach: • Stakeholders: Users, Industry, Government Programs/Planners • Venue: Exhibits, Presentations, Working Groups, etc. • Relevance and Impact … • This event highlights the voice of the user – especially those expeditionary warfighters who have employed the latest equipment in operations and pushed those capabilities to their limits.  • XC4 delivers an unmatched opportunity for expeditionary C4 stakeholders to convey requirements, debate priorities, formulate near-term solutions, and influence long-term planning.

  6. Comparison with “Trade Shows” XC4 is NOT a simple trade show that attracts a high volume of participants through “goodie bags” and lavish exhibits. Rather, XC4 is characterized by its focus and purpose within the XC4 community – driving opportunities for progress and solutions among XC4 programs, stakeholders, and interests. XC4 accomplishes this by delivering an audience, format, and agenda that are focused on the core set of XC4 stakeholders – representing everyone from the users to the decision-makers and the program offices to the system developers. The purpose and focus of this event create decisive opportunities for progress and productivity. This is what consistently draws the most influential participants to the event.

Value for User Community • Maximize the audience and impact of current Operational Perspectives • Convey performance feedback related to existing systems • Provide input and recommendations for new capability requirements • Generate advance coordination and awareness for new capabilities to be fielded • Experience hands-on training and orientation with new equipment items • Collaborate with colleagues on immediate solutions to existing problems • Improve awareness, understanding, and cooperation among stakeholders • Improve inter-program and inter-organizational coordination  ultimately delivering better performing products on a shorter timeline • Inform the user community on the state of available technologies in order to better define the next generation of user requirements • Inform stakeholders of current operational conditions, solutions, and requirements in current operations • Equip capability developers with direct feedback on system performance from the users accelerating industry-driven solutions for fielded equipment and focusing IRAD efforts on those capabilities that are most relevant to the user/customer.

Value for Government (Program Offices +) • Stakeholder management: improve awareness, understanding, and cooperation • Strategic communication: listen, manage expectations • Provide accessibility to input and influence from the user community • Provide exposure to ideas and capabilities from the industry community • Collaborate with a working-level group of XC4 stakeholders • Identify and characterize user-level problems and challenges • Brainstorm, develop and introduce responsive, user-oriented solutions • Leverage synergy and buy-in across a organizations within the XC4 community • Tell the “good news” stories from the project office (advertise accomplishments) • Generate constructive user/stakeholder feedback • Improve inter-program and inter-organizational coordination  ultimately delivering better performing products on a shorter timeline • Inform stakeholders of current operational conditions, solutions, and requirements in current operations • Provide capability developers with direct feedback on equipment performance from the users accelerating vendor-driven solutions for fielded equipment and focusing IRAD efforts on those capabilities that are most relevant to the user/customer.

Value for Industry • Maximize industry’s understanding of the customer from both the user and the program manager perspectives • Get direct feedback on how XC4 solutions are performing in current operations • Hear the users and program managers discuss their priorities for new acquisition initiatives. • Accessibility and direct conversations with key personnel in the customer community (benefit of the smaller venue and participant volume) • Market exposure to an influential and well-defined (or inter-related) group of stakeholders • Improve awareness of the operational environment in current operations • Improve familiarity and communication with key government personnel. • Improve understanding of the customer requirements • Insight for proactively resolving problems with current systems. • Gain direct feedback on equipment performance from the users à accelerating vendor-driven solutions for fielded equipment and focusing IRAD efforts on those capabilities that are most relevant to the user/customer.
