  1. MCMPS Manpower Requirements Tracking Module (MRTM) Lesson 4: Sourcing - HQMC

  2. PURPOSE • To provide step-by-step instructions for sourcing IA requirements in the MRTM • A command must be ‘tasked’ in the MRTM in order to source a requirement • Tasked by: • HQMC • ‘Self-tasked’ by Validator when selected “Sourced Internally” • Commands can also “Transfer” a member in the IAMM. • NOTE: If a Reservist or Retiree is currently filling an IA requirement in the IAMM, then that member MUST be transferred in the IAMM.

  3. Steps • Will begin with those requirements that have been “Approved” and work down. • Will then demonstrate how to “Internally” source. • Will then demonstrate how to properly “Transfer” a member in the IAMM. • Lesson is in two parts. • Lesson 4 (HQMC sourcing) • Lesson 4A (MARFOR and below)

  4. Login page to the MCMPS https://mcmps.manpower.usmc.mil

  5. Authorized users are identified by commands to MPP-60. • Users will login using SSN and Password.

  6. Select the Manpower Requirement Tracking Module (MRTM)

  7. If multiple roles, select “HQ Sourcing”

  8. Select “Show my Scorecard Report”

  9. Status Screen box appears. • Note: Requires attention indicates those requirements that are in your ‘inbox’ for action • Only ‘see’ those requirements that user has jurisdiction of • NOTE: You can task commands at either the Request or individual Requirement level.

  10. “Load’ the requirements, again, as discussed in earlier lessons. Click on the ‘hotlink’ number and the requirements will load. • Again, to task a command to source a requirement, you can load at the either the “Request” level or the IA “Requirement” level. • Will load these 908 “Approved” IA requirements at the Request level.

  11. Let’s look at the requirements that have MARFORSOUTH as the MARFOR with intend to task all MARFORSOUTH requirements to MARFORLANT for sourcing. • Can see the makeup of the Request by clicking on the “+” sign.

  12. Notice there are numerous requirements within this request. • Since we will task MARFORLANT to source all these requirements, click on “Select” at the Request level

  13. Notice that this request has 11 requirements that are already sourced. • We will task MARFORLANT to source the remaining 9 Requirements. • Click on “Select” on the 9 requirements in an ‘Approved” status

  14. Click “Select All” • Click “Global Update”

  15. Requirement Global Update page appears. • Select the “Source History” tab • Select “Edit Requirements(s)

  16. From drop down menu, select MARFORLANT • Then click “Save” • These 9 requirements now have a Sourcing Status of “Tasked for Sourcing” (TFS)

  17. Will now demonstrate how an AO can send the requirements to MMEA and MMOA for global sourcing. • Will select a request that has numerous requirements in an approved status.

  18. This request has multiple requirements within it.

  19. As before, click on “Select” on the requirements that are in an “Approved” status

  20. To task MMOA, mark the Officer billets and then select “Global Update”

  21. As before, the “Requirement Global Update” screen appears. • Select “Edit Requirement(s)” • Then select Officer Assignments from the drop down menu • Click “Save” • These requirements have now been assigned to MMOA for Global Sourcing

  22. Will now look at tasking requirements at the individual requirement level. • By going back to the Scorecard Report and loading requirements in an “Approved” status at the requirement level, you will get to the following screen.

  23. Have sorted by “Last Updated” column • Notice the requirements from CRI 115028 that we just tasked are now in a “Sourcing Status” of TFS. • Will resort the grid by “Scr Status” column to identify those “Approved” requirements that have not been tasked for sourcing.

  24. To task a requirement for sourcing, select “Source” on the RTN that you are going to task a command to source.

  25. The Sourcing screen appears. • Select “Edit” in Tasking section.

  26. Use the “drop down” arrow to select the MARFOR to be tasked. • Will task MMOA to Globally Source this requirement.

  27. After selecting the “MARFOR” to be tasked, you MUST also select appropriate sourcing status. • Select “TASKED FOR SOURCING” to task MMOA to globally source. • Then select “Update”

  28. MMOA now has this requirement to Globally Source

  29. When MMEA or MMOA are tasked, they will conduct analysis and determine ‘best’ command to source the requirement. • Following slides depict how MMEA/MMOA tasks a command to source requirement. • Will login under MMEA sourcing role first. MMOA is same process for officers.

For a MMEA to determine requirements they have been tasked to source, there are various ways to accomplish this. • As with MPP-60 AO, MMEA can either task at the Request level or via individual requirement level. • Will first look at individual requirement level to identify those RTNs that have been tasked to MMEA for Global Sourcing. • NOTE: Same actions should be taken by all sourcing roles at each command. • Select “Requirements”

  31. When Requirements search window appears, select the “MARFOR” you are acting as sourcing role for. In the case we will select “Enlisted Assignments”

  32. Will further filter on those tasked to Enlisted Assignments that are approved as well as in a “Tasked For Sourcing” status. • Then select “Search” • Have 18 requirements that have been tasked to MMEA for sourcing. • MMEA then selects “Source” to task a command to source the requirement.

  33. Note: There are 18 IA requirements that have been tasked to MMEA for global sourcing that they have not tasked to a command. These 19 requirements are contained in 2 separate requests. • Will first demonstrate how MMEA can globally source at individual requirement level • Click on “Source” on the RTN to be globally sourced.

  34. Select “Edit” in Source window.

  35. MMEA then selects the MARFOR command they will task to source this requirement. • Then select “Update”

  36. MARFORLANT now has requirement for sourcing.

  37. Will now demonstrate how MMEA can task a MARFOR to globally source at the Request level. • To do so, you must determine which CRIs contain requirements that have been tasked to MMEA for global sourcing. • This is done by doing the same steps described earlier by first searching at the request level as depicted once again on following slide

  38. Filter on those requirements tasked to Enlisted Assignments that are approved as well as in a “Tasked For Sourcing” status. • Then select “Search”

  39. Will further filter on those tasked to Enlisted Assignments that are approved as well as in a “Tasked For Sourcing” status. • Then select “Search” • Have 18 requirements that have been tasked to MMEA for sourcing. • MMEA then selects “Source” to task a command to source the requirement.

  40. Note: The requirements are in more than one CRI. Will use CRI 115028 to demonstrate how to task at the request level. Make a note of the CRI number. • Select “Request” on the MCMPS toolbar

  41. Type the CRI number in the CRI search filter data field and select “Search”

  42. The CRI will appear in the returned grid. • Click “Select”

  43. As before, click on “Select” on the requirements that are in an “Approved” status

  44. For MMEA to task MARFORLANT with the enlisted requirements, mark the enlisted requirements and then select “Global Update”

  45. As before, the “Requirement Global Update” screen appears. • Select “Edit Requirement(s)” • Then select MARFORLANT from the drop down menu • Click “Save” • These Enlisted requirements have now been tasked to MARFORLANT for Sourcing

  46. Will now go through steps that a MARFOR takes to: • Determine requirements they have been tasked to source. (Reminder: If MARFOR ‘Validator’ indicates requirement will be “Sourced Internally” then the MARFOR has been tasked to source. Therefore a MARFOR is tasked either by MPP-60, MMEA/MMOA/, or by themselves. • Source the requirement • Task a subordinate command to source a requirement. • NOTE: As mentioned before, you use “Sourcing module” within MRTM to source an individual that is NOT currently filling a requirement as indicated in the IAMM. Those MUST be transferred in the IAMM as you will see. • Go to Lesson 4A
