ANNUAL MEETING VOTING RESULTS • Newly Proposed By-Laws overwhelmingly passed • Bill Prindle and Mark Schultz were elected to fill the two seats being vacated by Rich Symuleski and Dan Svrcek Coosaw Creek Owners’ Association wants to thank everyone that was in attendance last night and for making it a very successful meeting.

  5. Changes to By-Laws • In Addition To New Candidates, You Will Be Voting On Changes To The By-Laws. These Consist Of: • Deletion Of All References to Greenwood • The Use of Proxies & Cumulative Voting Eliminated • Meeting Quorums Reduced from 30% to 25% • Date Of Annual Meeting Will be Moved from December Of Current Year To The March of the New Year • Term Limits On Directors Defined As Two (2) Consecutive Terms

Changes to By-laws, cont. • Temporary Filling Of Open Director Positions Clarified • Procedure For Making Director Nominations Clarified • Procedure For Dispute Resolution Requiring Binding Arbitration Established • Board Standing Committees Defined & Responsibilities Clarified • Member Inspection Of CCOA Books & Records Procedures Specifically Authorized & Confidentiality Protection Provided

  7. Changes to By-Laws, cont. • Procedures Under Which Directors Can Be Removed Defined & Clarified • The Position Of Assistant Treasurer Established • A Capital Expenditure Limit Provision Is Set Forth In the By-Laws

  8. Votes Per Resident A Resident in Good Standing is entitled to two (2) votes on the Candidates up for Election per lot owned (based on 2 open board positions for this election). Therefore, if you own 2 lots you have a total of four (4) votes for the Candidates.

  9. Voting Methods • Standard Voting – One vote each is cast for two (2) of the three candidates, for a total of two (2) votes cast for each lot owned. • Cumulative Voting – Permitted under Article V: Nominations and Elections of Directors. You have 2 votes per lot owned and you may cast any combination of votes. You may cast all of your votes for a single candidate, or any combination.

  10. Voting Each lot owner in good standing is entitled to vote on the issues at hand. Each owner in good standing has one vote per lot on the By-Laws Election to the Board of Directors & on the Changes to the By-Laws shall be by secret written ballot.

  11. Counting of Ballots & Reporting of Results • Shall be conducted by: • Secretary of the Property Owners’ Association • Property Manager • Administrative Assistant • And others as may be requested to do so by the Secretary • The Secretary will report the results to the President of the CCOA for announcement to the membership before the adjournment of the Annual Meeting .

  13. Architectural Review Board, (ARB) • The ARB Meets the 1st & 3rd Wednesday of Each Month at the Club House • Chairman: Al Ross • Membership: Von Friend, Pam Fusco, Karen Haddix, Peter Thompson, Carol Torlay, Terry Watkins • Board Liaison: Bill Cattorini

ARB, cont. • Charter: To Preserve the High Standards & Values of the Community by Enforcing the Covenants & Aesthetics • Mission: To work with Property Owners Contemplating Modifications to the Exterior of Their Home or Their Lot. Included are: Home & Deck Additions & Modifications, Arbors, Landscape Changes, Installing Pools, Fountains & Fire Pits, Patios, Walkways, Erection of Swing/Gym Sets, Gazebos & Pergolas

ARB, cont. • When you have any questions on a modification to the exterior of you home, submit an Application or ASK THE ARB! • CURRENT ARB ISSUES: Storm Water Issues Created by New Pools, Patios & Walkways Roof Replacements: Require Approval by the ARB & the City Tree Removals: Require Approval by the ARB & the City, No Visible Stump to Remain Setbacks & Easements: Exist on all Lots & Limit Encroachments Landscape, etc.

  16. ARB, cont. • The ARB has processed 151 ARB Applications for property modifications through the end of November, 2014. The ARB Guidelines, • Policies & the Application Form have been revised and simplified to simplify the guidance for Property Owners THANKS FOR YOUR COOPERATION!

  17. Disaster PreparednessChairman: Russ Bernard Meets: 7 p.m. the third Wednesday of the month at the Country Club. The Disaster Preparedness Committee trains community residents to be able to field an Emergency Response Team for both natural and man-made disasters. It also maintains an Emergency Response Trailer with supplies for use in their activities. The Community Emergency Response Team coordinates its activities with the appropriate Federal, State and local agencies.

  18. Disaster Preparedness Committee, cont. • In 2014, Conducted Training for Block Captains & CERT with Participation from Dorchester County & North Charleston Emer. Mgmt. Dept. • Installed improvements in Dis. Prep. Storage Container • Updated DASH Pass Entry List for Coosaw CERT after a Mandatory Evacuation • Developed SOP for Preparing to Evacuate Gate House in Advance of Hurricane & Staffing by Coosaw Volunteers

Disaster Preparedness, cont. • Restocked Major Medical Kits for Site Physician & ERC Use • Participated in Dorchester County “Hurricane Awareness Day” @ Lowe’s • Obtained County Photo ID’s for all CERT Members • Purchase New/Replacement Supplies, Water, Batteries & Chargers for Radios, etc. • Identified Priority Work Items for 2015 as Part of Budgeting Process

  22. Capital Assets Components • ROADS: • Generally Meeting Life Cycle Expectations (15 – 20 year) repaving cycle • Scope: ~ 8.8 miles of Roadway, 132,00 sq. yds. • Used Current Costs of $14.sq. yd. Based on Actual Bids • 2014 Repaving: Persimmon Woods (partial), Sawgrass (entire), Sweet Gum (partial), cost $212K • Future Contracts to be let Base Upon On-going Assessments

Capital Asset Components, cont. • STORM WATER SYSTEMS: Have Inventory of What We Own, But No Projection of Future Needs Study Used 5 Year Rolling Average Expense of $30K/Yr. for Reserve Funding Needs Will spend ~$30 K in 2014 on Ponds #3, #13, and Swales adjacent to East Fairway Woods & Sawgrass Dr.

  24. Capital Assets Components, cont. • MAILBOXES: History & References Indicate Average 20 Year Life Study Assumed Average Replacement of 30/Year @ $200. Each • GATEHOUSE & INSTALLED SECURITY SYSTEMS: Current Assessment Indicated Total Building Replacement To Meet Code & OSHA Regs.

  27. Final Reserve Fund Forecast • $225,000/yr. Reserve Fund Expense will meet foreseeable needs • Minimum forecast fund balance will maintain desired threshold of $250,000 (inflation adjusted) for an Emergency Fund over the 16 yr. cycle

Government Affairs • Meets: As Events Dictate • Successes in protecting our boundaries ! • Consistent vigilance by members of the Committee • City Councilman Ron Brinson’s determination to “ring Coosaw Creek with protective zoning.” • All too frequently issues have been raised to the Planning Commission which are not in our best interests

Government Affairs -Collins’ Property Annexed Into City And Then Zoned “Agricultural “ – It will remain a “cow farm.” Wetlands and this “farm now circle Coosaw Creek on is boundary with Charleston County. Lennar –Coosaw Preserve – Approved in 2008 Boundary Agreements- Expanded Buffers- Fence Easement Coosaw OA negotiating a “cost sharing “ of fence project D.R. Horton Sunrise– Approved in 2008- 50-foot buffers protected- Townhomes will be “fee simple” not “condos ; exterior materials will feature brick and cement boards, not vinyl.

  30. Landscaping Chairman: Clint Noren Meets: 5 p.m. the third Thursday of the month at the Country Club. The Landscape Committee’s primary responsibility is the maintenance, care and appearance of the POA owned common areas within the community. The committee oversees the Landscape Contractor by establishing priorities and providing direction relative to contract issues. In addition the committee also performs other tasks as assigned by the Board.

  31. Safety & SecurityChairman: Stan Hall Meets: 6:30 p.m. on the first Wednesday of the month at the Club House. The Safety and Security Committee works to maintain a safe and controlled environment for the residents. Security has the management of the Front Gate, Contractor Access Pass Operations, North Charleston Police patrol and the Fort Dorchester High School Access Gate Program. The committee provides oversight of the perimeter fences, street lighting and service within the community as they relate to site security.

Dorchester High School on Drainage Along Common Boundary

  34. LENNAR Update • Phase I Construction Underway • LENNAR Has Agreed to Provide $15 K to Fund the Construction of Fencing Along Our Common Boundary • About 1,600 Feet of Fencing Will Be Required • Fencing Type & Design to Be Determined in 2015

  35. Road Repaving • Repaved: Persimmon Woods From Meadowbrook to Sawgrass Entire Length of Sawgrass Sweet Gum Crossing From Upper Club Past Boat Yard to Maintenance Yard Gate Widened Entrance Road to Boat Yard Repaired Pavement in Fox Hollow Cul-de-Sac Total Cost for This Project $212K
