NSF Overview • Funds research & education in most fields of science & engineering • Uses grants and cooperative agreements • Accounts for about ¼ of Federal support to academic institutions for basic research • Receives approximately 50,000 proposals each year • Approximately 11,000 proposals funded

Grant Proposal Guide (GPG) • Applicability of GPG: • Provides guidance for the preparation and submission of proposals to NSF: • Contains guidelines for unsolicited proposals and proposals submitted in response to NSF program announcements; • GPG is used unless program solicitation stipulates otherwise.

GPG – Cont’d • Describes content and formatting requirements for all parts of an NSF proposal: • Single Copy Documents • Cover Sheet • Project Summary • Table of Contents • Project Description • References Cited • Biographical Sketch(es) • Budget • Current & Pending Support • Facilities, Equipment & Other Resources • Special Information & Supplementary Documentation

GPG – Cont’d • Identifies overall Foundation eligibility categories and guidelines. • Describes types of NSF due dates: • Target dates • Deadline dates • Submission Windows (MPS, ENG) • Specifies process for deviations including: • individual program solicitations; • by written approval of cognizant Assistant Director or designee; or • procedure to follow for those proposers unable to submit electronically.

GPG - Cont’d • Provides special instructions for proposals that contain high resolution graphics or other graphics where exact color representations are required for proper interpretation by the reviewer • Note: Such copies must only be submitted where necessary for the proper interpretation by the reviewer • Establishes NSF policy regarding inclusion of Universal Resource Locators (URLs) in the Project Description. • Note different policy is established for use of URLs in References Cited and Biographical Sketch portion of the proposal.

  12. GPG - Cont’d • Outlines reasons why a proposal may be returned without review. Reasons include: • The proposal is inappropriate for NSF funding; • The proposal is submitted with insufficient lead time before the activity is scheduled to begin; • The proposal is a full proposal that was submitted by a proposer that has received a “not invited” response to the submission of a preliminary proposal; • The proposal is a duplicate of, or substantially similar to, a proposal already under consideration by NSF from the same submitter;

GPG, Return without Review - Cont’d • The proposal does not meet NSF proposal preparation requirements, such as page limitations, formatting instructions, and electronic submission, as specified in the Grant Proposal Guide or program solicitation; • The proposal is not responsive to the GPG or program announcement/solicitation; • The proposal does not meet an announced proposal deadline date (and time, where specified); • The proposal was previously reviewed and declined and has not been substantially revised; or • The proposal duplicates another proposal that was already awarded.

GPG - Cont’d • Provides policy requirements for specific FastLane capabilities: • Revised budgets (required for budget reductions of 10% or more) – note no budget justification section is required; only impact statement; • Proposal File Updates; and • Proposal withdrawal • Describes process -- and criteria -- by which proposals will be reviewed

Award and Administration Guide (AAG) • Provides guidance on the NSF award process, from issuance and administration of an award through closeout. • Introduction to the Proposal & Award Policies & Procedures (PAPP) Guide contains a listing of the acronyms for key NSF documents and organizations and their meanings. • The PAPP Intro also describes the NSF organizations and offices most relevant to grantees and provides a listing of statutes & Executive Orders referenced in the Guide.

AAG Highlights -Cont’d • Specifies that all awardee notifications and requests, including Change of PI, post-award Subawards and Grant Transfers, must be submitted electronically. • Exhibit II-1 contains the latest listing of notifications and requests for approval; and • Identifies the appropriate NSF official to contact for information regarding a request.

  18. AAG Highlights -Cont’d • Provides instructions for completion of a grant transfer. Transfers must be submitted electronically via FastLane. • Stipulates that technical project reports are required for all awards. Failure to provide reports delays processing of pending proposals for the PI and all identified Co-PIs.

AAG Highlights -Cont’d • Provides information on financial requirements and payments as well as allowability of costs. • Discusses various other considerations that may apply to grants such as: • Human Subjects • Recombinant DNA • Vertebrate Animals • Patents and Inventions • Research Misconduct
