  3. Bulletin 118 Cecil J. Picard • Test Security • is the key to effective administration of all state assessments. (Chapter 3) • Accountability of all school and district personnel involved in administration of state assessments. • Consistency across the state in respect to distribution of test materials, confirmation of test materials received or missing, guidelines/rules for administration of tests, and return of assessment results. • All students, test administrators, district test coordinators, principals, etc. are to follow the same directions for accurate test data results.
