  3. BG - INCOLAB: Introduction • This presentation is related to the activities of the Testing Laboratory for • Household Electrical Appliances in Varna- Bulgaria. The test lab is a part of the Executive Agency “Certification and Testing“ / EACT / established as legal entity according Decree №221/25.09.2002.

BG - INCOLAB: Introduction • The agency carries out assessment of the products compliance with the essential requirements, product certification meeting the requirements of the standards,registration or assessment of quality systems and certification of personnel-assessors,quality specialists and auditors of quality systems.

BG - INCOLAB: Introduction • The laboratory carries out tests according a number of European safety standards for household appliances. • At this stage the laboratory management expects expansion of the scope of the tests precondition for which is the availability of premises , the sufficient vocational experience of the specialists and the implementation of 73/23/EEC directive.

BG - INCOLAB: Description of the Organization • The laboratory is established in 1980 having the statute of state laboratory for testing safety and functionality of household electrical appliances. The premises in which the tests are carried out are in the building situated at 5 Murgash street. in Varna Bulgaria. The laboratory has got no branches.The laboratory is established with the purpose of testing household electrical appliances for assessment of the compliance with the safety and functional requirements of the standards.

BG - INCOLAB: Description of the Organization • About 1985 the laboratory had already carried out 80% of the services in this area in Bulgaria and at this moment is the leading laboratory in this area of activities. As laboratory of this type it was one of the first laboratories that had been accredited in 1988 according the system in CMEA for which the laboratory holds two certificates №№ 1/04.05.1988, and 5-A-C/01.11.1989.

BG - INCOLAB: Description of the Organization • On national level the laboratory holds three accreditation certificates: • № 118-A/01.08.1994 issued by the committee for standardization and metrology • № 562-И/15.07.1998 issued by the committee for standardization and metrology • № 562-И/04.09.2000 issued by the Bulgarian accreditation service for compliance with EN 45001.

BG - INCOLAB: Description of the Organization • The policy of the laboratory as organization offering services in the field of household electrical • appliances is aiming leadership in this field in Republic of Bulgaria. This leadership finds expression in maintenance of high professionalism and competence of the personnel and strict observance of agreements with clients.

BG - INCOLAB: Description of the Organization • The laboratory testing activities meet the requirements of БДС EN ISO/IEC • 17025:2001 “General requirements for competence of testing and calibration laboratories” and satisfy the needs of the client , the regulatory authorities and organizations providing recognition of competence. The laboratory is financed by the state budget and payment of personnel is • independent of test results and amount of tests.

BG - INCOLAB: Mission • Consumers of the offered by the laboratory tests are manufacturing household electrical appliances companies in Republic of Bulgaria, control bodies in Directorate “Market surveillance “ – SASM, Committee of Trade and Consumers Protection , Consumers Association , trade companies and compliance assessment certification companies. The tests carried out by the laboratory give the opportunity to manufactures, • tradesmen and certification and surveillance bodies to assess the compliance with the requirements of the regulations introducing the directives of EU.

  12. BG - INCOLAB: Management & Personnel • The laboratory is a part of the Executive Agency “Certification and Testing“ /EACT /. The laboratory management is realized by the Laboratory manager who guarantees the personnel competence defines and manages the available resources and has the overall responsibility for the laboratory activities. TL manager has defined the responsibilities, authorities and interrelation of all the specialists in the laboratory. The laboratory personnel has a long experience in the field of tests of household electrical appliances.

BG - INCOLAB: Management & Personnel • Having in mind that the testing activities are very specific and the vocational experience is accumulated very slowly, we may rely on the established laboratory competence and authority with clients from all over the country gained in the twenty year laboratory existence. For mastering new tests according additional European standards for demonstration of compliance with the directives of EU new standard test methods are to be mastered.
