  1. Ofsted and CQC launch a consultation for a new inspection provision framework for children and young people with SEND

  2. The Care Quality Commission and Ofsted have released a new draft framework for inspecting care for children and young people with SEND. On Monday, June 13, 2022, Ofsted and the Care Quality Commission (CQC) launched a consultation on their proposals for a new joint framework for inspecting provision in a local area for children and young people with special educational needs and disabilities. In early 2023, these new inspections will be introduced.

  3. The new frameworks will focus on the experiences and outcomes of children and young people with Special educational needs and disability (SEND). The proposals broaden the focus of inspections to look at whether local area partnerships are able to meet the needs of children and young people with SEND and evaluate their impact on their lives and outcomes. The new framework will build and strengthen local accountability by: • Introducing an ongoing cycle of inspections and three distinct inspection outcomes. • Conducting an engagement meeting in all areas. • Strengthening Ofsted’s response to concerns through monitoring inspections and/or early re-inspections. • Promoting continuous improvement by requesting visible action plans following comprehensive inspections.

In order to further support these aims, inspection teams will include inspectors from education, health and care so that there will be a deeper understanding of how effective joint working is in a specific area. Additionally, the inspections will focus on children in alternative provisions who have special educational needs and disabilities (SEND) by evaluating how local authorities commission, use and oversee it. There will be a significant push to gather evidence from children, young people with SEND and their families directly, as well as area leaders, practitioners, and settings. This will help inspectors understand what it is like to be a child or young person with SEND in any local area in England. The consultation, which runs from today to September 11th, is a part of a range of engagement activities planned by Ofsted and the Care Quality Commission (CQC) with the sector, children and young people, parents and carers.
