  1. Energy Efficiency: A View from Washington Steven Nadel American Council for an Energy-Efficient Economy (ACEEE) October 2017

  2. American Council for an Energy-Efficient Economy • Non-profit research organization • Founded in 1980 • Now have 55 staff and $9 million/year budget • Funding comes from foundations, government agencies, contracts, conferences and corporate memberships

  3. Vehicle Fuel Economy Standards • New light and heavy vehicle standards set under Obama – ~50mpg and 37% reduction respectively • Trump administration considering stopping light duty improvements and dropping trailer standard • California and other states hopefully can keep their standards in place

  4. Appliance Standards • Expect very modest progress • Required rulemakings will proceed • Modest efficiency improvements – e.g. on white goods, furnaces • Standards that are not required unlikely to proceed • But states may move on some of these • 2020 lighting backstop will likely go into effect • Many rules updated under Obama and so next round will often be after 2020

  5. EPA • Rolling back Clean Power Plan • Limited standard “inside fence” most likely Federal Budget • Large cuts in Trump budget • Substantial cuts in House bills • Modest cuts in Senate bills • Most likely is CR with cuts closer to Senate than House
