Background • BPA requested the RTF develop heat pump measures applicable to New Construction • Measures • Heat Pump Upgrades (SF & MH) • PTCS Commissioning, Controls, and Sizing (SF & MH) • Request is to have measures available in time for BPA’s April Implementation Manual • Historical Program Volume (BPA) • “Post 1992” HP Upgrade Measures: 460 claims/year for last 5 years • Includes some new construction and some existing homes • New Construction PTCS Commissioning and Controls: 18 claims total in last 4 years • Current RTF measures for Existing Construction …

  4. Complicating Factors to Consider • Current RTF Measures for Existing Construction • Will be reviewed for compliance with the guidelines this year • SBW is currently reviewing the Single Family measures • Are slated for re-analysis using SEEM94

  5. Decision • Staff Recommendation: Temporarily revise the current measure descriptions to include/allow “New Construction”; put together new measures for New Construction after SBW review and when updating all heat pump and Wx measures with SEEM94 • Savings somewhat over-estimated (?) • Heating load for a new house built to code would be lower than a “fully weatherized” existing house (walls), resulting in lower savings for new construction • But … Since new houses are larger on average than existing houses, internal gains play a smaller role in heating new houses, somewhat offsetting the above effect. • Keeps RTF effort in line with savings potential (both very low), while meeting BPA’s request • Other Options…Discussion
