This work-in-progress paper by Christopher Colclough and Anuradha De investigates the influence of foreign aid on educational policy in India from 1990 to 2000. By utilizing documentary sources and interviews with government officials, NGOs, and the aid community, the authors analyze shifting priorities in educational aid, the promises and pitfalls of international conferences (like Jomtien and the Millennium Development Goals), and the evolving modalities of aid distribution. The findings reveal significant impacts on policy, spending priorities, and the challenges faced in meeting educational goals.
