ARR safety filosofi • ARR acknowledge the fact that it is impossible to eliminate all human errors – security regulations are therefore based upon this fact. • One single incident shall NOT be enough to compromise the safety conduct of an operation! A combination of at least TWO separate unlikely incidents is required to create an accident. • Every time an electrical “change” is in initiated ARR is assuming that the rocket will fire.
Limitations in movements at ARR - why ? • To ensure the safety of all people at ARR • To avoid unnecessary/unwanted HOLD in the countdown • To avoid disturbing Launch Control Management
Explosive/Launch area - restricted • Only authorized personnel from ARR • Only authorized personnel from customer • Only personnel directly involved in motor preparation/checkout.
General radiating regulations If the payload or other radiating sub-systems needs to be switch on during a countdown: ask permission (Launch Control) to do so – and wait until permission is given.
Light signals during countdown • Red blinking light by the entrance to the range: It is forbidden to start/run engines from motor vehicles. • Orange blinking light on top of radar: DO NOT expose yourself in the radar beam – it could result in serious health damage. • Red light in blockhouse: DO NOT leave the blockhouse /enter the launch pad.
Light signals during countdown • Radio Silence (green light on countdown clock) - DO NOT radiate (payload switch off). • Radio Silence Lifted (red light on countdown clock) – Radiation may occur (payload on).
T-10 minute: Roads to Andenes and Bleik is being closed • The roads to Andenes and Bleik is being closed at T-10 minutes and until impact.
Safety procedures prior to the campaign • 4-6 weeks before the campaign starts a campaign warning is issued • The warning includes Campaign name, time tables, heights, launch pad coordinates, danger areas for impact, No. of rockets, Campaign participants • The warning is sent to the Norwegian Foreign Department, which is responsible for notifying other countries • ARR is responsible for notifying organizations, institutions, media, Aviation authorities, sea traffic, Police department, and further…inside Norwegian territory
Safety evaluation of launch systems and rocket configurations • The Norwegian authorities has appointed the Norwegian Defence and Research Establishment to perform safety evaluation on all launch systems. • All rocket configurations must be approved by NDRE prior to launch.
Health, environment and safety • ARR acknowledge that its employees is the most valuable resources for the company • The company handbook on health, environment and safety shall implement and document that all national and international regulations and rules are being followed • The Managing Director is responsible for implementing the handbook
