OBECTIVES OF MEDA • Promote and Develop, Non-conventional, Renewable and Alternate Energy Sources and Technologies • Implement Energy Conservation Act , 2001 and related schemes • Assist GOI and GOM in Renewable Energy Programs • Install Demonstration Projects • Pursue Power Projects, based on Renewable Energy • Rural Electrification through Renewable Energy (remote villages)

  3. PRESENT POWER SCENARIO OF THE STATE • Largest power generating State in India. Total installed Capacity – 15611 MW ( 14 % of total installed capacity of India) • Leading industrial State and having nearly 3,00,000 L.T. industries and 8700 H.T. industries • 88.4 % of generation is from Fossil Fuels • Peak Power Deficit is 4000 MW • Energy shortage of 20 % or 19000 MUs for 2003-04 • CEA projected an average growth rate of 5.9 % for the period upto 2017(Source : MSEB report, 16th electric power survey)

  5. Importance of Energy Conservation in Buildings Many audits conducted by MEDA in buildings shows 30-40% saving potential with available technology in market. The annual Energy consumption per sq. m. of floor area ranges from 200 kWh and more, for residential sector. 40% saving in energy consumption will result in saving 46.8 billion units out of 117 billion units required for residential sector.

ACTIVITIES UNDERTAKEN BY MEDA • Prepared Strategic Plan of 1000 MW power saving with the help of NPC, Mumbai. • Energy Efficiency Project with International Agencies like USAID, IIEC, USAEP, USEPA, ASE, ICPCI • DSM programme for Municipal Corporations • DSM programme for Govt. buildings • Capacity Building of stakeholders. • Awareness-Published literature on energy conservation.

MEDA’s Initiatives for Energy Conservation Awareness Programs: Commercial Sector • Organized seminars/workshops on energy conservation at different location in the state • Uploaded various energy conservation tips/ ways/ practices at MEDA’s website www.mahaurja.com • Promoted energy conservation through various awards schemes. • Published technical papers/ articles on energy conservation in various publications • Published special issue on energy conservation of MEDA’s quarterly magazine - Future Energy Domestic Sector: • Published book on “Home Energy Conservation” • Prepared film on “Home Energy Conservation” • Published and distributed pamphlets on energy conservation tips • Organized seminars/workshops on energy conservation at different location in the state • Published advertisement in leading news papers containing energy conservation tips. • Creating awareness via television media by displaying energy conservation tips. • Uploaded various energy conservation tips/ ways/ practices at MEDA’s website www.mahaurja.com

MEDA’s Initiatives for Energy Conservation Awareness Programs: Government Building: • Organized capacity building program for state PWD engineers • Published Guide Booklet for Energy Conservation in Local Bodies. • Formed Task Force for implementation of energy conservation program in govt. Building • Circulated easy energy saving tips to all local bodies, collector office and undertakings • Creating awareness through award scheme • Preparing calendar containing energy conservation tips • Awareness program on solar passive architecture

MEDA’s Initiatives for Energy Conservation • Development of Database: • Details of 2003-4 & 2004-05 last two year electricity consumption of All HT consumers . • Energy consumption of various departments of Government • Load pattern from various utilities • Details of electricity consumers having connected load 500kw for buildings • Details of energy efficient equipment manufacturers • Membership of various committees: • Member on Energy Conservation Building Codes Committee • Member on Watergy Committee formed by GoM • Member on Pune Municipal Corporation’s ECO housing committee • Member on Maharashtra Chambers Commerce Association • Corporate member of Institution of Engineers, Pune

  14. STATE LEVEL AWARD FOR ENERGY CONSERVATION It is a part of thrust area of Strategic plan to create awareness about growing need of Energy Conservation and energy efficiency. As policy initiative, MEDA has successfully launched State level award scheme from last year. Following are the sectors participating award scheme 1) Energy Intensive Industries (Classified into eight sub section) 2) Commercial Buildings 3) Government Buildings 4) Municipal Corporation / Councils (‘A’ Class)/ 5) MIDC 6) Energy Auditors/ESCOs/NGOs/Individuals 7) Co-operative Industries

SAVE ENERGY PROGRAMME OF MEDA • As on March 2005 MEDA has implemented Save Energy Programme in 400 industries and save energy of worth Rs 40 crores. • Objectives: • To promote energy conservation in all sectors viz industrial, commercial, domestic, agriculture, government institutions. • To carryout energy audits through empanelled consultants • To help industries to reduce electricity, coal and oil consumption used for production activities • To carryout energy accounting, qualitative management control and sequential continuous monitoring through empanelled consultant/with the help of industry • To encourage energy conservation with small and medium investment

  16. Sector Subsidy Amount Government Building Rs 25,000/- or 50% of the cost of Energy Audit Study whichever is less. Commercial Building Energy Bill > Rs 5 lakhs Energy Bill < or = Rs 5 lakhs Rs 20,000/- Rs 15,000/- or 50% of the cost of Energy Audit Study whichever is less. Energy Bill Subsidy Amount Upto Rs 75 Lacks Rs 20,000/- or 50% of the cost of Energy Audit Study whichever is less.   17. INITIATIVES UNDERTAKEN BY GOVT. OF MAHARASHTRA • Govt resolution to reduce compulsory 20% energy consumption in all Govt./Semi Govt./ undertakings/ local self Govt. Buildings. (Base line will be consumption of year 2005) • Constituted “State Level Energy Conservation Committee” under the Chairmanship of Principal Secretary (Energy), GoM to guide MEDA for energy conservation activities in the State. • PWD has made following provisions compulsory in construction of new buildings • To use solar passive strategies. • Use of Solar Water heating systems in Govt. rest houses, , hostels hospitals, • Use of energy saving equipments.

OF MAHARASHTRA • Govt. resolution for energy efficiency in Urban local bodies to provide financial assistance for Energy Audit, Water Audit & implementation of report • Govt. resolution to use CFL, T-5 Electronic ballasts, Electronic fan regulator in all Govt./semi-Govt., undertakings, Local self Govt. Offices. • Mandatory use of solar water heating systems in the Municipal area.

MEDA’s Initiatives for Energy Conservation Activities with International Agencies: • United States Agency for International Development (USAID) • United States Asia Environment Partnership (USAEP) • United States Environmental Protection Agency (USEPA) • Renewable Energy and Energy Efficiency Program (REEEP) United State Agency for International Development (USAID ) • Signed MoU with IIEC, Washington DC, for following project under ECO II project of USAID: • Energy Efficiency project for Government building at Kalwa hospital, Thane • Development of mechanism for state level energy conservation fund. • Capacity building of EC staff • Development of Energy Conservation action plan

MEDA’s Initiatives for Energy Conservation United State Asia Environment Partnership (USAEP) MEDA has taken up following activities with technical assistance from USAEP • Preparation of strategic action plan • Preparation of Guide Book for energy conservation in Urban local bodies • Participation in ECO Housing Project of Pune Municipal Corporation

MEDA’s Initiatives for Energy Conservation United State Environment Protection Agency (USEPA) The following activities will be undertaken with technical assistance from USEPA • Development of Demonstration Project for energy efficiency in commercial as well as Government building • Development of energy consumption standards for existing government buildings • Development of guidelines for Energy Audit of Public Buildings • Development of Standards for Energy efficient ballast, FTL. • Capacity Building of officials of different stake holders.

MEDA’S APPROACH FOR ENERGY EFFICIENCY IN BUILDING & IMPLIMENTATION OF ECBC • First step is to set up state level Forum for Industry dialog . • Educate Industry about need for energy efficiency in building sector & ECBC. • Provide Tools like manuals for ECBC • Offer Expertise to help Industry .

  26. PLANS OF MEDA IN BUILDING SECTOR • Ten Govt. Buildings are selected for IGA for further implementation on ESCO basis. • MEDA is in the process to undertake a project on “Green Rating for Integrated Habitat Assessment in New Buildings in India” with the help of TERI, New Delhi. Outcomes will be.. • To study mandatory usage of energy efficient building design & appliances in New buildings. • Evolution of a sustainable financial model to finance & sustain penetration of EE buildings, technologies & appliances. • To monitor demonstration Projects • Large scale awareness & capacity built.

HOSPITAL, MUMBAI DEVELOPED BY US-EPA, MEDA & PWD • Oldest & largest in south-east Asia • Maintained by state PWD • Connected load 6550 KW • Quality circle concept • Good house keeping & maintenance practices to avoid wastages. • Switching off unnecessary load • Awareness of hospital staff

  30. Conclusions The building sector accounts 34% of state’s total energy requirements. It offers largest single potential for energy efficiency. Changes in building bylaws will be given utmost priority. Immediate need for training/awareness of the stake holders namely Architects and Engineers, Builders and Home owners, Local Governments etc.
