Introduction • One important objective of the revision of the GP is to attract more ratifications • Content/complexity of Technical Annexes (VI, V, VI, VIII, X, XI) seems to play an important role in achieving this • EU approach for revising TA: • Preliminary analysis of what could constitute meaningful ELV options • documents presented at WGSR48 • Invite CLRTAP parties that have not yet ratified the GP to express their needs • EU understands that demanding character of obligations and complexity of TA is considered important barrier to ratification • Explore options that could help to increase the number of ratifications • reducing complexity of TA without reducing the environmental integrity of GP • EU has made an analysis of possible options for limiting the number of sectors/activities for which mandatory limit values are set in the TA 2

General approach Identify key source categories within current draft revised TA distinguish Major – Moderate – Minor source categories Information Sources for the analysis information presented and discussed in TFIAM Note: some caveats in analysis due to limitations in comparability of datasets size and importance of source categories already regulated Links with other provisions Provisions concerning BAT Definition of "new" and "existing" sources Time scales for implementation (annex VII) 3

Identification of key measures Aim for simplification while keeping binding requirements for key measures to ensure their implementation KEY MEASURES = those yielding the biggest / cost-effective emission reductions in the EU and non-EU countries measures which have been included in the "baseline 2020" + additional measures Considerations importance of measures in ensuring that objectives of revised protocol are met contribution to total emissions (in particular for non-EU countries), emission reduction potentials (cost-effectiveness, technical feasibility, total costs) size of the source category new stationary sources: ensure measures are in line with application of BAT information provided by TFIAM on key measures for EU/non-EU in MID-scenario  15 key measures contributing to major emission reductions beyond Baseline Has led to 3 source categories being distinguished: ‘major’ (key), ‘moderate’ (possibly key) and ‘minor’ (not key) 4

Suggestions on how to regulate Major – Moderate – Minor source categories MINOR (green): remove from annex and include in Guidance document MODERATE (yellow): various options, such as (a) maintaining binding ELVs, but longer timescales for their application (b) applying non-binding ELVs in a separate part of the annex (c) remove from annex and include in Guidance document. MAJOR (non-highlighted): ELVs would apply as currently defined in Article 3 in the short/medium term 6

Expectations towards other CLRTAP Parties The EU is keen to hear the reactions of other parties to the CLRTAP and in particular of EECCA countries on to what extent such potential simplification of the TA could help these parties to join an amended protocol. If Parties consider the EU suggestion helpful, we are willing to proceed with this work, taking into account the comments made. 12
