  2. Networks of national Fora Focus on extent to which existing at emerging Fora provide a foundation on which to establish an European Guidance Network and lessons learned to date concerning obstacles faced and critical factors for success.

  3. Some Key Aspects of NF LLG • Common understanding of guidance and counselling • Education, employment, social aspects • Key actors, stakeholder, ministries • Centralized or decentralized systems • Regulation by law in several fields • GC on various phases of life • Special tasks and questions, needs and demands • Cooperation on national level in a common process

Critical Factors (interim results) • Awareness of the importance of GC • Political and administrative background • Visible benefit for individuals, state and politicians • Leadership and cooperation in a network • Activities at national, regional, local level • Activities and cooperation of all relevant actors • Sustainable interests of national stakeholders

Obstacles e.g. • Complex legal and organisational frameworks • Various points of view in different institutions • Institutional interests and politics • Personal and financial resources • Understanding of cooperation and networking • Political changes and new responsibilities • Difficulty to organize a sustainable process

European added value • Both directions: from EU to Nations and vice versa • Philosophy and strategy: Lisbon process, resolution for LLG • Reference tools – principles, criteria, practical help and orientation • Support in programs and projects • Increasing value of tools by using them • Exchange and sharing experiences and effects • Documentation, communication, development as a common, continuous process

  10. Main tasks of work • First outlines for final results and recommendations at the end of the project (Meeting Finland September 2006) Should be ready in time for the conference in Yväskulä / November 2006

  14. Status and Progress III In the partner organisations there is a quite common view of the main goals key principles quality aspects of Lifelong Guidance provision (see e.g. European reference tools) but

Status and Progress VII • Diversity of structures, systems and services for guidance and counselling is not only a problem it is also a chance and a challenge (like cultural diversity in Europe in general …) • Clarify the common philosophy principles, perspectives of guidance and counselling for life and vocation and • Common understanding for different ways to reach it • depending on national conditions

Status and Progress VII • “National Guidance Forum” as a metaphor for a binding commitment on national level, responsible for communication, cooperation, coordination of all relevant actors, also for support to regional and local networks • Transnational communication “European Guidance Forum / Network / Platform” • the evidence of added value is visible in all of the developments of the partner countries

Common sense in the Project • Transnational communication and cooperation is essential • not only exchange of experiences and best practice but concrete incentives and initiatives e.g. • Senate Conference Poland • Initiatives Austria • Communication Finland • Development Germany • also France and Czech Republic …
