Definitions Peace Operation • An operation that impartially makes use of diplomatic, civil and military means, normally in pursuit of United Nations Charter purposes and principles to restore or maintain peace. Stability Operation • An operation to impose security and control while restoring services and support to civilian agencies, which set the conditions to allow the primacy of indigenous organisations.

Definitions Constabulary Operation • An operation or action in which law enforcement, security and/or military forces are required to police a population in accordance with indigenous or imposed rule of law processes • This definition encompasses operations that, by their nature, are conducted in a medium to low threat environment to restore and maintain law and order.

  5. Evolution of Peace and Stability Operations • Increasing blend of military and police action. • Greater interaction between the ADF and key law enforcement, humanitarian and diplomatic components. • Law and order ‘vacuum’ filled by the ADF until transition of responsibility. • ADF mandated to perform constabulary functions. • International civilian police considered a key secondary partner.

  9. Bridging the Conceptual and Capability Gap Traditionally, police forces are optimised for law enforcement operations in permissive to low threat environment. In contrast, military forces, whilst being able to operate throughout a range of threats, are optimised for combat operations in medium to high threat environments. Consequently, operations that occur at the junction between law enforcement and military operations and/or those operations that involve a high level of Operational Uncertainty pose a particular challenge in that neither the police nor the military are optimised for these operations.
