Brussels, 20.9.2011 • COM(2011) 567 final • Supporting growth and jobs – an agenda for the modernisation of Europe's higher • education systems Making the knowledge triangle work: Linking higher education, research and business for excellence and regional development JAKUB BRDULAK 1) Stimulate the development of entrepreneurial, creativeand innovation skills in all disciplines and in all three cycles, and promote innovation in higher educationthrough more interactive learning environments and strengthened knowledge-transferinfrastructure. 3) Encourage partnership and cooperation with business as a core activity of higher education institutions, through reward structures, incentives for multidisciplinary and cross-organisationalcooperation, and the reduction of regulatory and administrative barriers to partnerships between institutions and other public and private actors. 4) Promote the systematic involvement of higher education institutions in the development of integrated local and regional development plans, and target regional support towards higher education-business cooper 2) Strengthen the knowledge-transfer infrastructure of higher education institutions and enhance their capacity to engage in start-ups and spin-offs.

Their traditional missions of teaching and research are being broadened to include Third Mission activities that facilitate their engagement with society and industry • LLL As the flagship European Funding programme in the field of education and training, the Lifelong Learning Programme (LLP) enables individuals at all stages of their lives to pursue stimulating learning opportunities across Europe. It is an umbrella programme integrating various educational and training initiatives. LLP is divided in four sectorial sub programmes and four so called 'transversal' programmes PRODUCT VALUE

IBAR Identifying barriers in promoting European Standards and Guidelines for Quality Assurance at institutional level http://www.ibar-llp.eu/ Recommendations JAKUB BRDULAK 1 Obviously, the mix of external stakeholders should reflect the character of the individual higher education institutions: some benefit more from feedback by teaching or researching colleagues (e.g. if the institution has a more academic orientation), others more from feedback by employers and professionals (e.g. if the institution has a more professional orientation). Recognizing and describinggoodpractices of buildingcooperationbetweenHEIs and stakeholders (maybe by EUA, EURASHE) 2 3 The role ofpartners seems to be divided into two: on the one hand employers and members of the profession (partly alumni) can act usefully in committees or ad hoc processes to give feedback and to provide learning opportunities. On the other hand, partners may act as strategic partners in a board of trustees or similar councils, to connect the higher education institution and its (quality) strategy to its regional environment.
