BACKGROUND • Transmitted CPA-06-10 to DCA on 8/10/2010. • Received Objections, Recommendations and Comments Report from DCA dated 10/15/2010.  • SB 360 which authorizes adoption of Urban Service Areas was successfully overturned but that decision is stayed awaiting appeal. SB 360 is current law.

  3. TRADITIONAL NEIGHBORHOOD DEVELOPMENT (TND) & TRANSIT ORIENTED DEVELOPMENT (TOD)

URBAN SERVICE AREA (USA) • Supports CPA 01-09 concurrency alternative • Exempts TOD & TND projects from DRI Process • Enables the density & intensity to support transit • Flexibility in LOS Standards • Focus on mobility not vehicular capacity • Adopted Mobility Plan includes land use & transportation strategies to provide & fund mobility

URBAN SERVICE AREA - REQUIREMENTS • MANDATORY TND / TOD FOR LARGE SCALER PROJECTS • LOWER TND/TODTHRESHOLD TO 150 UNITS! • ADDED TND / TOD REQUIRMENT FOR 25 ACRE + NON-RES PARCELS • ALLOW ANY PARCEL TO DEVELOP AS TND (No Min Acreage) • ALL DEVELOPMENT MUST DESIGN AS A TND, • except a stand alone SF home: • Parking • Street Network • Site Development • Building Design

  6. PROPOSED LARGE SCALE MITIGATION • PAY MULTI-MODAL TRANSPORTATION FEE & • PAY PROPORTINATE SHARE FOR IMPACTED ROADS, INTERSECTIONS, INTERCHANGES & INTERSTATES NOT ADDRESSED BY MOBILITY FEE OR • PAY MULTI-MODAL TRANSPORTATION FEE • FRONT END INFASTRUCTURE IN CIE • FUND TRANSIT SERVICE

  7. TRANSPORTATION CONCURRENCY BACKLOG • Essentially a Tax Increment Finance District • To address existing or projected deficiencies • Requires establishment of Backlog Authority (BOCC) • Define a backlog Area in the Comprehensive Plan (USA or smaller – propose smaller areas) • Develop a Plan to eliminate backlog deficiencies • Can be used as a tool to Incentivize TOD

CAPITAL IMPROVEMENTS ELEMENT BACKLOG & TRANSPORTATION SPECIAL DISTRICT • ESTABLISHES JUSTIFICATION FOR BACKLOG / TSD • ESTABLISHES FRAMEWORK FOR PLAN DEVELOPMENT • ROADS • TRANSIT OPERATIONS • TRANSIT CAPITAL • MULTI-USE PATHS • LOCAL ROADWAYS • ACCESS & CORRIDOR MANAGEMENT • FUTURE PLANS APPROVED THROUGH UPDATE OF CIE

SOUTHWEST DISTRICT PLAN • Draft: Final adoption would take place during formation of the Backlog Authority by the BOCC. • FUNDING TRANSIT SERVICE: DISTRICT TO EASTSIDE AC • Phase 1: 20 min peak, 40 min off-peak, 10 hour span • Phase 2: 15 min peak, 30 min off-peak, 16 hour span • Phase 3: 10 min peak, 20 min off-peak, 30 min late, 18 hour span • CAPITAL PROJECTS: • SW 45th / SW 47th Street multi-modal corridor • SW 30th Avenue Bridge over I-75, multi-modal corridor • Archer Braid Trail – Veterans Kanapaha Park to I-75 • Archer Road Access Management • 400 Space Structured Park & Ride • Six Hybrid Buses • Proportionate Share of RTS Bus Maintenance Facility

STAFF RECOMENDATION: • The Board of County Commissioners approve Ordinance 10-XX adopting CPA 06-10 into the Alachua County Comprehensive Plan with the following bases:    • Bases: • The proposed amendment is consistent with the Goals, Objectives and Policies of the Future Land Use Element. • The proposed amendment is consistent with the Goals, Objectives and Policies of the Transportation Mobility Element. • The proposed amendment is consistent with the Goals, Objectives and Policies of the Capital Improvements Element.
