  2. The 2nd Ecodesign Working Plan (2012 - 2014): • State of implementation of the Ecodesign and Energy Labelling Legislation between 2005-2011 (Part 1 – presentation by Adam Romanowski, DG ENER, C3) • Work program for 2012-2014 (Part 2 – presentation by Cesar Santos Gil, DG ENTR, B1)

What is the state of implementation? • Two documents identified 18priority products • 2005 – 2008:2005Ecodesign Directive 2005/32/EC • 2009 – 2011: The 1st Ecodesign Working Plan(2009-2011) • 37 preparatory studies (26 from 2005/32/EC + 11 from the 1st WP) • 17 implementing measures adopted (savings: approx. 380 TWh) (12 ecodesign + 5 energy labelling) + 1 tyre labelling legislation + 1 directive on hot-water boilers Priority products from 2005/32/EC Ecodesign Directive (Article 16): 1. Heating and water heating equipment 2. Electric motor systems 3. Lighting in both the domestic and tertiary sectors 4. Domestic and professional appliances 5. Office equip. in the domestic and tertiary sectors 6. Stand-by losses for a group of products 7. Consumer electronics 8. HVAC systems (heating, ventilation, air condition.) Priority products from the 1st WP (2009-2011): 9. Air-conditioning and ventilation systems 10. Electric and fossil fuelled heating equipment 11. Food preparing equipment 12. Industrial and laboratory equipment 13. Machine tools 14. Network, data processing and data storing equip. 15. Refrigerating and freezing equipment 16. Sound and imaging equipment 17. Transformers 18. Water-using products

  4. 17 adopted ecodesign and energy labelling implementing measures: • Lot 11 - Circulators • Lot 11 - Electric motors • Lot 11 - Fans • Lot 19 - Domestic lighting I - light bulbs • Lot 8 & 9 - Tertiary sector lighting I - lamps and ballasts • Lot 13 - Domestic refrigeration (+ labelling) • Lot 14 - Domestic dishwashers (+ labelling) • Lot 14 - Domestic washing machines (+ labelling) • Lot 17 - External power supplies • Lot 16 - Standby and off-mode losses • Lot 5 - Televisions (+ labelling) • Lot 18 - Simple set top boxes • Lot 10 - Airco & comfort fans (only labelling)

What were the challenges? • (Too ambitious?) planning in the past • (Complex?) preparatory & adoption procedure • (Significant?) increase of implementing and communication activities • Checks of the legislation • Guidelines, memos, press releases, FAQs • Standardisation process (39 standardisation mandates launched) • Calls for tenders, contracts, requests for service • ADCO and WG meetings, workshops, conferences • Strategies, roadmaps, policy documents • Replies to queries sent by the EP, market surveillance authorities, stakeholders (NGOs, industry), media, citizens

  7. How can we improve the situation? • (Too ambitious?) planning in the past • More reliable planning that takes into account available resources as well as ongoing activities • (Complex?) preparatory & adoption procedure • The study on the revision of the Ecodesign Directive will assess the procedure and identify its weakest points • Setting tighter ecodesign requirements for a longer time period (e.g. BAT as Tier III) • Fast track procedure for the expected reviews • (Significant?) increase of implementing and communication activities • Outsourcing of non-legislative tasks (e.g. communication – ‘helpdesk’) • Reinforced standardisation process (e.g. NGOs, NA consultants) • Better support to and follow-up of national market surveillance activities • Support of other actors: EACI, JRC, Member States and stakeholders
